| dc.description | The article analyzes Human Development Index in the Northern region of Rio Grande do Sul, between 1991 and 2010. Based on Political Science literature, it aims to understand if public spending and the ideological group that rules the city play an important role in the Human Development Index (HDI) of the cities analyzed. The research uses data of the Brazilian Superior Electoral Court, the Brazilian Institute of Geography and Statistics and the National Treasury of Brazil. The results indicate that there was an increase in HDI in the Northern of Rio Grande do Sul in that period, coupled with higher spending in the areas of education, culture, sanitation and health. Furthermore, the increase in public spending is an important variable when combined with other factors regarding human development. | en-US |
| dc.description | O artigo analisa o Índice de Desenvolvimento Humano (IDH) da região do Norte gaúcho entre 1991 e 2010. Baseado na literatura da Ciência Política, explora-se a possibilidade de que o gasto público e o bloco ideológico que comanda a prefeitura tenham papel importante no Índice de Desenvolvimento Humano das cidades estudadas. A pesquisa utiliza dados quantitativos do Tribunal Superior Eleitoral (TSE), Instituto Brasileiro de Geografia e Estatística (IBGE) e Secretaria do Tesouro Nacional (STN). Os resultados indicam que houve uma melhora no IDH do Norte gaúcho no período estudado, além de maiores despesas nas áreas de educação, cultura, saneamento e saúde. Além disso, o aumento no gasto público é uma variável importante quando combinada com outros fatores no tocante ao desenvolvimento humano. | pt-BR |
