dc.description	The 2022 World Cup, organized by Federation Internationale de Football Association, represents the highest level of a strategy launched by its host Qatar, a little Persian Gulf country, to raise its relevance towards the international community, allowing itself more legitimacy, security and influence to the regime. Part of this strategy has also included the Paris Saint-Germain (PSG) purchase and the project to make it a world class level team. The negotiations between this club and some footballers, especially the Brazilian star Neymar Júnior and the French international Kyllian Mbappé, both as football’s most expensive transfers by their times. The financing of those achievements is possible by Qatar hydrocarbon wealthness. Qatar adopts a strategy to employ a sport as a tool of soft power by the income obtained with hydrocarbon profiteering, then multiplying its influence in the international scenario and becoming itself a more relevant player for energy geopolitics. This article means to study how this strategy has been employed and to elucidate how football can be used as a geopolitical weapon.	en-US
dc.description	A Copa do Mundo de Futebol de 2022, organizada pela Federação Internacional de Football Association (FIFA), sediada no Catar, representa o ápice de uma estratégia empreendida pelo pequeno país do Golfo Pérsico para aumentar sua relevância dentro da comunidade internacional, conferindo maior legitimidade, segurança e influência ao regime. Parte desta estratégia também incluiu a compra do clube francês Paris Saint-Germain (PSG) e a construção de torná-lo uma potência futebolística. O financiamento dessas empreitadas é possível graças à riqueza obtida pelo Catar através da exploração de suas reservas de hidrocarbonetos. Essencialmente, o Catar usa sua renda petrolífera para construir um soft power que projete o país no cenário internacional. O presente artigo busca entender, através de análises dos investimentos do governo catariano no esporte, como uma nação, diminuta e dependente de uma única atividade econômica, consegue instrumentalizar o futebol como parte de uma estratégia que solidifique o país como uma nação reconhecida, além de buscar compreender o uso geopolítico do futebol.	pt-BR
