dc.description	This reflection article describes the different waves of citizen participation that occurred in the constituent process of 1991. It begins with the student movement of 1989, continues with the great national debate that took place in the working groups and the preparatory commissions, and ends with the National Constituent Assembly, the most pluralistic and multicultural in national history. It concludes that the Political Constitution of 1991 emerged from an unprecedented constituent process, which changed the way of making constitutions in Colombia.	en-US
dc.description	Este artículo de reflexión describe las diferentes olas de participación ciudadana que se presentaron en el proceso constituyente de 1991. Inicia con el movimiento estudiantil de 1989, continúa con el gran debate nacional que tuvo como escenario las mesas de trabajo y las comisiones preparatorias y finaliza con la Asamblea Nacional Constituyente, la más pluralista y multicultural de la historia nacional. Concluye que la Constitución Política de 1991 surgió de un proceso constituyente inédito, que cambió la forma de hacer las constituciones en Colombia.	es-ES
dc.description	Este artigo de reflexão descreve as diferentes ondas de participação cidadã ocorridas no processo constituinte de 1991. Começa com o movimento estudantil de 1989, continua com o grande debate nacional que aconteceu nos grupos de trabalho e nas comissões preparatórias, e termina com a Assembleia Nacional Constituinte, a mais pluralista e multicultural da história nacional. Conclui que a Constituição Política de 1991 emergiu de um processo constituinte sem precedentes, que mudou a forma de fazer constituições na Colômbia.	pt-BR
