dc.description	This article recounts the April 1992 strike that the organized workers of the National Telecommunications Company (Telecom) unleashed to protest against the privatization attempt of this public company proposed by the government of César Gaviria (1990-1994), a strike that so far had not been narrated from a historical perspective. After reviewing the concept of Neoliberalism, the author focuses on the economic policy changes and the new forms of state that appeared in the nineties, giving a brief historical context of the predominant forms in the second half of the twentieth century.	en-US
dc.description	Este artículo narra el paro de abril de 1992 que los trabajadores organizados de la Empresa Nacional de Telecomunicaciones (Telecom) desataron para protestar contra el intento deprivatización de esta empresa pública propuesto por el Gobierno de César Gaviria (1990-1994), paro que no había sido narrado hasta ahora desde una perspectiva histórica. Después de matizar el concepto Neoliberalismo, el autor se enfoca en los cambios de política económica y en las nuevas formas de Estado propias de los años noventa, dando un breve contexto histórico de las formas predominantes durante la segunda mitad del siglo xx.	es-ES
