dc.description	The Cabildo Abierto (open council) is a political participation device established by the 1991 Colombian Constitution with the purpose of extending the representative democracy limits through community participation on the local levels. This organization had its origin in medieval Spain. The Cabildo Abierto was transferred to America during the conquest and colonial periods, which allowed that local social groups to participate on the decisions that affected their daily life. This paper is a historical study about the Cabildo Abierto from its origin in the Iberian Peninsula to its applications in Nueva Granada as well as in the first part of the republican period.	en-US
dc.description	El cabildo abierto es un mecanismo de participación política establecido por la Constitución colombiana de 1991, con el fin de ampliar los límites de la democracia representativa mediante la participación comunitaria a nivel local. Sin embargo, este mecanismo hunde sus raíces en la España medieval. El cabildo abierto fue trasladado a América durante la Conquista y Colonia, dando lugar a que grupos sociales locales tuvieran posibilidades de participar en las decisiones que afectaban su vida cotidiana. El presente artículo es un estudio histórico del cabildo abierto desde sus orígenes en la península Ibérica hasta sus aplicaciones tanto en la Nueva Granada como en la primera parte del período republicano.	es-ES
