| dc.description | The Colombian municipality is subject to tension that, by its political-administrative organization, generates two contrary tendencies: on one hand, centralism, and on the other the forces of administrative an political decentralization which has occured as a response to the unequal development of our society and the strong regionalism by which we have populated the national territory. This article examines , though a juridical and chronological synthesis of the unveiling of this tension, the limitations of actual democratic participation at the local levels and the real meaning of citizenship in Colombia. Likewise, this article puts forward the concept of city-municipality to explain the transformations that have generated the process of urbanization over the traditional territoriality of the Colombian municipality. | en-US |
| dc.description | El municipio Colombiano está sujeto a una tensión que, por su organización político-administrativa, genera dos tendencias contrarias: por una parte, centralismo, y por otra las fuerzas de la descentralización administrativa y política que ha ocurrido como una respuesta al desarrollo desigual de nuestra sociedad y al fuerte regionalismo con el que hemos poblado el territorio nacional. Este artículo examina, a través de una síntesis judicial y cronológica de la develación de esta tensión, las limitaciones de la participación democrática actual en los niveles locales y el verdadero significado de la ciudadanía en Colombia. Igualmente, este artículo presenta el concepto de ciudad-municipio para explicar las transformaciones que ha generado el proceso de urbanización sobre la territorialidad tradicional del municipio colombiano. | es-ES |
