Mediante esta investigación se pretende identificar los conflictos socio-ambientales que genera el Plan de Ordenamiento Territorial (POT); demostrar cómo afectan a los Campesinos de Mochuelo Alto y su territorio localizado en la periferia de Bogotá en la Cuenca Media del Río Tunjuelo.
En primer término, el texto del POT es analizado para determinar qué aspectos del mismo son susceptibles de generar descontento o malestar en las personas y familias que constituyen la comunidad adscrita al territorio de Mochuelo Alto y en qué se basarían los desacuerdos.
Se procede a un seguimiento de las circunstancias anteriores y posteriores a la emisión y aplicación del Plan, para verificar y dimensionar los niveles de afectación positiva o negativa a los cuales se ven expuestos los pobladores.
Se examinan de manera particular las decisiones específicamente referidas a este territorio y sus alrededores inmediatos, tanto las que abren posibilidades nuevas de uso como las que determinan restricciones.
Se realiza un análisis tomando como referentes los conceptos de territorio, ruralidad, identidad, pertenencia, subsistencia, ambiente, ordenación del territorio, como construcciones de carácter social e histórico, en las cuales las relaciones de poder juegan un papel importante, sobre todo cuando se trata de la apropiación y del acceso, disponibilidad y calidad de los recursos y de las condiciones ambientales del entorno.
El análisis cuantitativo y cualitativo se lleva a cabo como un estudio de caso, limitado a la vereda en mención destacando que allí se condensan todos los procesos que afectan y afectarán en el corto plazo a la zona. Esto implica revisar las repercusiones sociales y ambientales de la aplicación del POT en el estado actual del mismo, así como los intentos de dialogo, reivindicación o cambio en tales decisiones por parte de los pobladores organizados.
De ello se desprenden proyecciones sobre posibles acciones paliativas tanto de la administración como de las comunidades afectadas, que buscan permanecer en condiciones dignas, con respeto a su cultura y territorio.
The purpose of this research is to identify the socio-environmental conflicts caused by the Territorial Ordering Plan (POT); to demonstrate how they affect the Peasants of Mochuelo Alto and their territory located on the periphery of Bogotá in the Middle Tunjuelo River Basin.
In the first place, the text of the POT is analyzed to determine which aspects of the text are likely to generate discontent or discomfort among the people and families that constitute the community attached to the territory of Mochuelo Alto and on what disagreements would be based.
A follow-up of the circumstances before and after the issuance and application of the Plan is carried out, in order to verify and assess the levels of positive or negative affectation to which the inhabitants are exposed.
Decisions specifically referring to this territory and its immediate surroundings are particularly examined, both those that open up new possibilities of use and those that determine restrictions.
An analysis is carried out taking as references the concepts of territory, rurality, identity, belonging, subsistence, environment, territorial planning, as constructions of a social and historical
nature, in which power relations play an important role, especially when it comes to appropriation and access, availability and quality of resources and environmental conditions of the environment.
The quantitative and qualitative analysis is conducted as a case study, limited to the village in question, highlighting that all the processes that affect and will affect the area in the short term are condensed there. This implies reviewing the social and environmental repercussions of applying the POT in its current state, as well as the attempts of dialogue, demand or change in such decisions on behalf of the organized population.
This results in projections of possible palliative actions by both the administration and the affected communities who seek to remain in dignified conditions, with respect for their culture and territory.
