En el marco de la Gestión Integral de Residuos Sólidos, cada municipio y distrito de Colombia debe elaborar y mantener actualizado un Plan para la Gestión Integral de Residuos Sólidos PGIRS, teniendo como principio los objetivos de la Política para la Gestión Integral de Residuos establecida por el Gobierno Nacional, sin embargo, se ha identificado que aún cuando los municipios cuentan con estos documentos, no están cumpliendo con los procesos de implementación, actualización y seguimiento, y sí lo han implementado, su nivel de ejecución de acuerdo a los cronogramas planteados en la mayoría de los casos es bajo. Con el presente trabajo de grado se pretende plantear lineamientos que viabilicen la implementación de los PGIRS de acuerdo a las actividades proyectadas en la estructura de cada plan. De igual manera se pretende plantear lineamentos para que las entidades territoriales realicen el seguimiento a la implementación de sus PGIRS. La presente investigación combina los enfoques cuantitativo y cualitativo, soportados en la metodología de estudio de caso. Adicionalmente, es una investigación descriptiva porque parte de un diagnóstico del estado actual con respecto a la implementación y seguimiento de los PGIRS, explicativa porque analiza las causas de la problemática identificada, y propositiva porque proyecta lineamientos de gestión como mecanismo de solución a dicha problemática.
As part of the Integrated Solid Waste Management, each municipality and district of Colombia should develop and maintain a Plan for Integrated Solid Waste Management - PGIRS, having in mind the main goals of the Waste Management Policy established by the national government, however, has been identified that although the municipalities have these documents, they are not complying with the implementation, updating and monitoring processes, and if they have been implemented, in most cases its execution is low according to the outlined timelines. This working paper is intended to raise guidelines that enable the implementation of PGIRS according to the planned activities in the structure of each plan. On the other hand its goal is to propose some guidelines for the regional authorities to monitor the implementation of its PGIRS. This research combines quantitative and qualitative approaches, supported in the case study methodology. Additionally, it is a descriptive research, because of a diagnosis of the current state with respect to the implementation and monitoring of PGIRS, explanatory, because it analyzes the causes of the above stated problems, and is proactive as well because it proposes management guidelines for projects as a mechanism to solve those topics.
