Este documento aporta al debate continuo sobre los factores que degradan los ríos, haciendo énfasis en el caso del río Bogotá. Una de las problemáticas más antiguas que este ha generado son las inundaciones, para lo cual se han empleado, desde la época de La Colonia hasta ahora, estrategias focalizadas en contener el desbordamiento. Sin embargo, los estudios de recuperación se han centrado principalmente en la calidad del agua, dejando de lado los cambios y perturbaciones en la morfología del cauce, el ecosistema, sus afluentes y la cuenca. El estudio de la forma de los ríos y su perturbación es vital para el conocimiento de las características físicas y las dinámicas de los mismos, por lo que resulta de gran importancia indagar sobre los impactos que pueden ser ocasionados por intervenciones sobre el cauce de los mismos, en este caso sobre el río Bogotá. El presente proyecto tuvo como objetivo identificar intervenciones físicas/geomorfológicas que ha sufrido el Río Bogotá con el fin de complementar los esfuerzos necesarios para su restauración y proponer recomendaciones iniciales para el desarrollo de una iniciativa. Primero se desarrolló una revisión bibliografía y unas entrevistas con el fin de obtener información sobre las intervenciones, principales impactos y las acciones necesarias para la elaboración de un plan de restauración fluvial. Luego, en la etapa de análisis, se identificaron un total de doce intervenciones, de las cuales tres causan mayor número de impactos. También se encontró que de once impactos ocasionados por dichas intervenciones, dos resultan ser los más repetitivos y de las dieciocho acciones para la restauración recopilados a través de la revisión de diferentes estudios, siete de estas fueron identificadas como de mayor relevancia. Finalmente, se sintetizó dicha información y se obtuvo una propuesta de siete acciones centrales con recomendaciones dirigidas específicamente a la implementación de estrategias orientadas a la restauración de procesos morfodinámicos sobre la cuenca del Río Bogotá, que faciliten una recuperación integral del río. Se esbozó una metodología empírica para la implementación de un plan sobre la cuenca del río, en el que prime la restauración fluvial sobre la rehabilitación, haciendo énfasis en cómo los impactos físicos han tenido y siguen teniendo un muy fuerte impacto sobre las características ecológicas del ecosistema fluvial de este río, ya que éstos no son tenidos en cuenta en la planeación y elaboración de los proyectos realizados hasta el momento. Se llama la atención en la necesidad de lograr interacción entre profesionales de ingeniería y de ciencias biológicas, ambientales y sociales para lograr consolidar proyectos de desarrollo urbano que sean menos agresivos donde se involucren ríos. La comunicación de los proyectos a la ciudadanía es de suprema importancia, ya que esto podría contribuir a visibilizar su presencia y mejorar la relación con los ríos que cruzan por sus ciudades y que sufren impactos tan importantes como aquellos que son intervenidos para otros proyectos que busquen el desarrollo de las ciudades.
This document contributes to the ongoing debate on the factors that degrade rivers,
emphasizing the case of the Bogotá River. One of the oldest problems that this has
generated are the floods, for which they have been used from the time of The Colony
until now, strategies focused on containing the overflow. However, recovery studies
have focused mainly on the quality of water, leaving aside changes and disturbances
in the morphology of the channel, the ecosystem, its tributaries and the basin. The
study of the form of the rivers and their disturbance is vital for the knowledge of the
physical characteristics and the dynamics of the same ones, reason why it is of great
importance to inquire on the impacts that can be caused by interventions on the
channel of the same, in this case on the Bogotá River. The objective of this project
was to identify the physical / geomorphological interventions that the Bogotá River
has undergone in order to complement the efforts necessary for its restoration and
propose initial recommendations for the development of an initiative. First, a
bibliographic review and some interviews sere carried out in order to obtain
information about the interventions, main impacts and the necessary actions for the
elaboration of a fluvial restoration plan. Then, in the analysis stage, a total of twelve
interventions were identified, of which three cause a greater number of impacts. Also,
it was found that of eleven impacts caused by said interventions, two turn out to be
the most repetitive and of the eighteen actions for restoration collected through the
review of different studies, seven of these were identified as of greater relevance.
Finally, this information was synthesized and a proposal of seven central actions was
obtained, with recommendations specifically aimed at the implementation of
strategies oriented to the restoration of morphodynamic processes on the Bogotá
River basin, which facilitate an integral recovery of the river. An empirical
methodology for the implementation of a plan on the river basin was outlined, in
which the river restoration on rehabilitation predominates, emphasizing how the
physical impacts have had and still have a very strong impact on the ecological
characteristics of the ecosystem fluvial of this river, since these are not taken into
account in the planning and preparation of the projects carried out so far. Attention is
drawn to the need to achieve interaction between engineering professionals and
those of the biological, environmental and social sciences in order to consolidate
urban development projects that are less aggressive where rivers are involved. The
communication of the projects to the citizens is of supreme importance, since this
could contribute to make visible their presence and improve the relationship with the
rivers that cross their cities and that suffer such important impacts as those that are
intervened for other projects that seek the development of cities.
