| dc.description | To explain the existence and control exercised by illegal armed groups (IAG) associated with drug trafficking, there are recurrent arguments based on ideas such as the absence of the State, the exclusion of safety and justice services or the reference to the subcultures of illegality. The purpose of this paper is to question the interpretative frameworks that assume that the absence of the State is a precondition for the growth of illegal power or that the strengthening of the State's coercive capacity implies its disappearance. As we approach the relationship between the State, the IAG and citizen practices and representations from the municipal level, we find a continuous process in which the different actors coexist, interact and reproduce in hybrid contexts of illegality-legality. Itagüí is a clear example of the need to think about the State monopoly of the legitimate violence from other explanatory frameworks, in which it is considered that the action of the State will depend on contextualized social relations, that there is no such thing as the general power of the State, and that it is necessary to identify the set of particular powers at local level and its way of integrating to generate specific structures of domination. | en-US |
| dc.description | Para explicar la existencia y el control que ejercen los grupos armados ilegales (GAI) asociados al narcotráfico, son recurrentes argumentaciones sustentadas en ideas como la ausencia de Estado, la exclusión de servicios de seguridad y justicia o la referencia a las subculturas de la ilegalidad. El propósito de este texto es cuestionar los marcos interpretativos que suponen que la ausencia del Estado es precondición para el crecimiento del poder ilegal o que el fortalecimiento de la capacidad coercitiva del Estado implica su desaparición. Al aproximarnos a la relación entre el Estado, los GAI y las prácticas y representaciones ciudadanas desde lo municipal encontramos un proceso continuo en el que los diferentes actores coexisten, interactúan y se reproducen en contextos híbridos de ilegalidad-legalidad. Itagüí es un claro ejemplo de la necesidad de pensar el monopolio de la violencia legitimada del Estado desde otros marcos explicativos, en los que se considere que la acción del Estado dependerá de las relaciones sociales contextualizadas, que no hay tal cosa como el poder general del Estado, y que es necesario identificar el conjunto de poderes particulares en lo local y su manera de amalgamarse para generar estructuras específicas de dominación. | es-ES |
