| dc.description | This article addresses the initiative to develop special economic zones in southern Mexico, a project that, despite promising a series of benefits in terms of investments and job creation for this region, the poorest in the country, was canceled by the federal government that came into office in December 2018. Through an exhaustive review of the available bibliographic material, and based on the hypothesis that the possible positive impacts of this public policy outweigh the negative ones, the objective of this work is precisely to analyze what would be the relevance of reestablishing this project. For this purpose, and after reflecting in the introductory section on development asymmetries in Mexico, the first section addresses the characteristics that define the special economic zones promoted at international level. The second and third sections approach, respectively, the purposes and strategies in promoting these areas in the country, and the beginning of these economic units, considering the stages established and the specific zones that were intended to be activated. The reasons that were put forward to cancel this project are set out afterwards, and finally the conclusions and recommendations are presented. | en-US |
| dc.description | Este artículo aborda la iniciativa de desarrollar zonas económicas especiales en el sur de México, proyecto que, a pesar de que prometía una serie de beneficios en materia de inversiones y generación de empleos para esta región, la más pobre del país, fue cancelado por el gobierno federal que entró en funciones en diciembre de 2018. A través de una exhaustiva revisión del material bibliográfico disponible, y partiendo de la hipótesis de que los posibles impactos positivos de esta política pública superan los negativos, el objetivo de este trabajo es precisamente analizar cuál sería la relevancia de restablecer este proyecto. Para tal propósito, y después de reflexionar en el apartado introductorio sobre las asimetrías del desarrollo en México, la primera sección aborda las características que definen a las zonas económicas especiales promovidas en el plano internacional. Los apartados segundo y tercero abordan, respectivamente, los propósitos y las estrategias en la promoción de estas zonas en el país, y el inicio de estas unidades económicas, considerando las etapas establecidas y las zonas en específico que se pretendían activar. A continuación, se exponen las razones que se plantearon para cancelar este proyecto, y finalmente se presentan las conclusiones y recomendaciones. | es-ES |
