dc.description	In this paper we analyzed the main characteristics of Argentina’s sexual and reproductive health policies in relation to adolescents, after the transformations occurred due to the enactment of Act N.° 25.673 in 2002, which created the Reproductive Health and Responsible Parenthood National Program. To that end, we briefly expounded the main existing studies on adolescent sexuality and pregnancy, and the concept of health and reproductive rights. Subsequently, we examined the underlying assumptions in public policies and the institutional system related to them, according to the social effects they produce. The main idea set forth by this paper was that the institutional system emphasizes on the reproductive aspect of sexual relationships, systematically denying sexuality and, therefore, tends to afford care rather than prevention to women without addressing the specific needs (not necessarily biological but rather cultural and social) of adolescents, whose identities and sexual practices develop as a result of the information and behavior they learn through informal networks.	en-US
dc.description	En el presente artículo se analizaron las principales características que posee la política de salud sexual y reproductiva relacionada con la adolescencia, a partir de las transformaciones que sobrevinieron a la promulgación y puesta en marcha de la Ley n.° 25.673 del año 2002, que creó el Programa Nacional de Salud Sexual y Procreación Responsable. Para ello se desarrollaron, sucintamente, los principales estudios existentes sobre sexualidad y embarazo adolescente, y los conceptos de salud y derechos reproductivos. Luego se analizaron las concepciones subyacentes a las políticas públicas y al sistema institucional relacionadas con el tema, en función a los efectos sociales que éstas producen. La idea central que se sostuvo es que el sistema institucional pone énfasis en el aspecto reproductivo de las relaciones sexuales, negando sistemáticamente la sexualidad y, por ello, tendiendo a la atención antes que a la prevención de las mujeres, sin atender las necesidades específicas (no necesariamente biológicas, sino culturales y sociales) de los adolescentes, cuya identidad y prácticas sexuales se desarrollan a partir de la información y conductas que aprenden por medio de redes informales.	es-ES
