dc.description	The municipality of Ipiales is part of the department of Nariño and is located in the border area between Colombia and Ecuador. The historical processes of its formation have influenced the configuration of a heterogeneous population and the generation of conflicts over the territories of the communities that are part of the municipality. To the border lines of the sidewalks and indigenous reservations are added those urban lines that are constantly modified by population dynamics, which generates conflicts between the communities and the areas they administer. In this case, the municipal seat, due to its character as a border city, has a significant development that is juxtaposed with the area of the Colonial Indigenous Reservation of Ipiales. In this scenario, it is concluded that from this conflict there arises the opportunity to determine the incidence of territorial planning instruments in the underlying intercultural conflict between the indigenous reservation and the urban area of the municipality of Ipiales.	en-US
dc.description	El municipio de Ipiales hace parte del departamento de Nariño y está ubicado en la zona fronteriza entre Colombia y Ecuador. Los procesos históricos propios de su formación han incidido en la configuración de una población heterogénea y en la generación de conflictos sobre los territorios propios de las comunidades que hacen parte del municipio. A las líneas limítrofes de las veredas y de los resguardos indígenas se suman aquellas urbanas en constante modificación por las dinámicas poblacionales, lo cual genera conflictos entre las comunidades y las áreas que administran. En este caso, en la cabecera municipal, por su carácter de ciudad fronteriza, se presenta un crecimiento que se yuxtapone al área del Resguardo Indígena Colonial de Ipiales. En este escenario se concluye que a partir de esta conflictividad surge la oportunidad de determinar la incidencia de los instrumentos de planificación territorial en el conflicto intercultural subyacente entre el resguardo indígena y el área urbana del municipio de Ipiales.	es-ES
