dc.description	The following is a study of the economic and political power relationships (both legal and illegitimate ones) during the 1950-2005 period which have led to the currentcrisis in domestic solid waste management in Costa Rica. Additionally, its territorial coverage is taken into consideration (as policies have been drawn taking into accountGreat Metropolitan Area specificities but have been mechanically applied at the national level), as well as the various interests held by private groups and individualswho have benefited from them, the rights of citizens who have been affected (in spite of the management possibilities community organizations and the third sector have),and the harm brought upon credibility of State agencies and institutions.	en-US
dc.description	Para el período 1950-2005, estudiamos las relaciones de poder económico y p o l í t ico (tanto legales como ilegítimas) que han llevado a la crisis actual en la gestión delos desechos sólidos domésticos de Costa Rica, considerando además su despliegue territorial (pues las políticas se han diseñado teniendo en cuenta las particularidadesde la GAM, pero se han aplicado mecánicamente en la escala nacional), y los diversos intereses de personas y grupos privados que se han visto beneficiados, los derechos delos ciudadanos que han sido afectados (a pesar de las posibilidades de gestión de las organizaciones comunales y del tercer sector), y las lesiones que se le han inflingido ala credibilidad de los órganos y entes del Estado.	es-ES
