| dc.description | El presente artículo analiza las experiencias argentinas de Presupuesto Participativo Joven con una hipótesis según la cual la concepción del dispositivo produce un desplazamiento del “participante” al “beneficiario”. Primero, presentamos la definición de PPJ y describimos su funcionamiento en Argentina. Luego, observamos cómo es en el tipo de proyectos surgidos del proceso participativo que los funcionarios consideran mayormente que se encuentra el rasgo “joven” del PPJ. En tercer lugar, mostramos que el PPJ puede considerarse un dispositivo de “participación-reconocimiento”, ya que convoca a participar a un grupo de la población en virtud de sus necesidades específicas. Finalmente, concluimos que en las prácticas se tiende a confundir al participante de las decisiones sobre los proyectos con el beneficiario de dichos proyectos y planteamos preguntas para futuros trabajos. La investigación se basa en entrevistas semi-estructuradas realizadas en todos los municipios con PPJ y en la observación participante del Primer Encuentro Nacional. | es-ES |
| dc.description | This paper analyzes the Argentinian experiences of Youth Participatory Budgeting with a hypothesis according to which the conception of the device produces a displacement from the "participant" to the "beneficiary". First, we present the definition of PPJ and describe its functioning in Argentina. Second, we observe how it is in the type of projects arising from the participatory process that officials consider mostly that lies the "youth" feature of the PPJ. Third, we show that the PPJ can be considered a "participation-recognition" device, since it calls for the participation of a group of the population by virtue of their specific needs. Finally, we conclude that the practices tend to confuse the decision-maker on the projects with the beneficiary of these projects, and we pose questions for future works. The research is based on semi-structured interviews conducted in all municipalities with PPJ and on participant observation of the First National Meeting. | en-US |
