dc.description	Many analysts and observers of the international scene express their apprehension before a world that approaches recklessly to a third world war. There are three features of the international system that offer some interpretive clues to understand this escalating warrior that, incidentally, did not start Trump but comes from before. In the first place a critical factor is the instability of the global geopolitical balance, element that we developed in this writing. A second factor, also thematized here, is the increasing gravitation of the military-industrial-financial complex in the decision-making process of the US government and, to a lesser extent, of its European allies. Finally, a third element that drives wars is what an author like Michael Klare has called "the hunt for natural resources. In this scenario where the war - or the threat of its outbreak - is the backdrop on which international relations develop, Latin America and the Caribbean play a very important role.	en-US
dc.description	Son muchos los analistas y observadores de la escena internacional que expresan su aprehensión ante un mundo que se acerca temerariamente a una tercera guerra mundial. Hay tres rasgos del sistema internacional que ofrecen algunas claves interpretativas para comprender esta escalada guerrerista que, por cierto, no la inició Trump sino que viene de antes. En primer lugar un factor crítico es la inestabilidad del equilibrio geopolítico mundial, elemento que desarrollamos en este escrito. Un segundo factor, también tematizado aquí es la creciente gravitación del complejo militar-industrial-financiero en el proceso decisorio del gobierno norteamericano y, en poca menor medida, de sus aliados europeos. Por último, un tercer elemento que impulsa las guerras es lo que un autor como Michael Klare ha denominado “la cacería de los recursos naturales”. En este escenario en donde la guerra –o la amenaza de su estallido- es el telón de fondo sobre el cual se desenvuelven las relaciones internacionales, América Latina y el Caribe juegan un papel de especialísima importancia.	es-ES
