dc.description	The main objective of this paper is to show in a general way several aspects of the background of the National Human Rights Commission (NHRC Mexico), the factors that led to the creation of an institution of this nature and its evolution through time. It also seeks to review in recent periods the capacity of this body to carry out its primary functions, some of the legal tools at its disposal and their use, as well as its various institutional strategies over the years, not to mention the closeness of this body with political power. Throughout the document, different actions are also pointed out that over time have created a Commission not only with failures but also with successes in fulfilling its central purpose: the safeguarding of people's rights. dc.description	El presente trabajo tiene como principal objetivo mostrar de manera general diversos aspectos de la historia de la Comisión Nacional de los Derechos Humanos (CNDH), los factores que condujeron a que se creara una institución de esta naturaleza y su evolución a través del tiempo. También busca revisar en periodos recientes la capacidad de este organismo para llevar a cabo sus funciones primordiales, algunas herramientas legales a su disposición y su uso, así como sus diversas estrategias institucionales a lo largo de los años, sin dejar de mencionar la cercanía de este organismo con el poder político. A lo largo del escrito también se señalan diferentes acciones que al paso del tiempo han creado una Comisión no sólo con fallas sino también con aciertos a la hora de cumplir con su propósito central: la salvaguarda de los derechos de las personas. dc.description	Le présent travail a comme principal objectif celui de montrer de manière générale divers aspects de l’histoire de la Commission nationale des droits humains (dorénavant CNDH), les facteurs qui ont conduit à la création d’une institution de cette nature et son évolution au fil du temps. On cherche aussi à réviser dans des récentes périodes la capacité de cet organisme à mener à bien ses fonctions primordiales, quelques outils légaux à sa disposition et son utilité, ainsi que ses diverses stratégies institutionnelles tout au long des années, sans oublier la proximité de cet organisme auprès du pouvoir politique. Tout au long de cet écrit, on signale aussi des différentes actions qui au fil du temps ont créé une Commission pas seulement avec des erreurs sinon aussi avec des succès au moment de respecter son but central : la protection des droits des personnes.
