dc.description	Having strong international convintions from its origins, Unionism does not play in the construction of UE the same rol played at national level in its history. It was a central actor in the emergence of welfare state, but it is not so preminent in the same direction in UE. More than that, the european construction means also some kind of internal transformation inside the european unionism. If we go back in history, Unions were accepted as true partnairs in the institurional architecture of social concertation, in almost every country. But now things are changed. Of course, European Unionism is recognized as an interlocutor in social questions inside the European Institutions. But this “social interlocutor” is almost deprived of its claim capacity and its authonomy. In some sense, Unions have to “de-unionize” in order to to be accepted in the construction of UE.	en-US
dc.description	A pesar de su credo internacionalista, el movimiento sindical no ha logrado jugar en la construcción de Europa un papel semejante al que jugó en el marco nacional. Mientras que había sido un actor central en la emergencia del estado social, se ha visto muy afectado por el proceso de integración europea al no poder pesar de un modo significativo en su evolución. Por otro lado, la cuestión no es tanto la de la influencia ejercida por el sindicalismo en la construcción europea cuanto la de las transformaciones sufridas por el movimiento sindical a causa de este proceso de integración. En el marco nacional, el sindicalismo, reconocido primero como interlocutor, terminó siendo un verdadero “socio” (partenaire) en la arquitectura institucional de concertación social. El sindicalismo va a verse reconocido en las instituciones europeas como un “interlocutor” en cuestiones sociales. Pero permanecerá como « interlocutor social » privado de su autonomía y de sus capacidades reivindicativas. Así el sindicato, para poder acompañar la construcción europea, se ve obligado a “desindicalizarse". dc.description	Malgré son credo internationaliste, le mouvement syndical n’a pu jouer dans la construction européenne un rôle comparable à celui qui a été le sien dans le cadre national. Alors qu’il avait été un acteur central dans l’émergence de l’état social, il a été fortement affecté par le processus d’intégration européenne sans pouvoir peser pour autant de manière significative sur son devenir. Aussi, la question est-elle moins celle de l’influence exercée par le syndicalisme sur la construction européenne que celle des transformations subies par le mouvement syndical par ce processus d’intégration. Dans le cadre national, le syndicalisme, reconnu d’abord comme interlocuteur, il était devenu ensuite un « partenaire » dans une architecture institutionnelle complexe de concertation sociale. C’est aussi comme « partenaire » pour les matières sociales que le syndicalisme trouvera une place dans les institutions européennes. Mais il restera un « partenaire social »	fr-FR
