dc.description	The purpose of this article is to demonstrate the shift in Russiandomestic and foreign policies with the rise of Yevgeny Primakov to positions in the Russian overnment and how his pragmatic and multipolar doctrine has remained since then, culminating in the formation of OCX. We point outthat the project created from Primakov exhibits a greater inclination towards partnerships in the East in the effort against the unipolarity of the United States in the post-Cold War.	en-US
dc.description	O objetivo deste artigo é demostrar a guinada nas políticas interna e externa russa com a ascensão de Yevgeny Primakov a cargos no governo russo e como sua doutrina pragmática e multipolar se manteve desde então, culminando na formação da Organização para a Cooperação de Xangai (OCX). Assinalamos que o projetoconstituído a partir de Primakov apresenta uma maior inclinação para parcerias com países do Oriente no empenho contra a unipolaridade dos Estados Unidos no pós-Guerra Fria.	pt-BR
