| dc.description | La suscripción y ratificación del Acuerdo Final para la Terminación del Conflicto Interno en Colombia y la Construcción de una Paz Estable y Duradera, inició el proceso de implementación y en consecuencia la expedición de un gran número de normas constitucionales y de rango legal, vía procedimiento especial para la paz conocido como fast track. Esta normatividad creó, modificó o inaplicó, de forma temporal, pero con efectos a mediano y largo plazo, la estructura orgánica del Estado y su planta de personal. Bajo la perspectiva de Weber, este fenómeno denominaría: la burocracia de la paz. En este sentido, el presente escrito tiene dos objetivos principales: i) analizar el cumplimiento de las obligaciones de los arreglos generativos de reformas relevantes a las diferentes ramas del poder público (legislativo, ejecutivo, judicial) y de los órganos autónomos e independientes, por los mecanismos normativos creados y ii) realizar un inventario de los efectos que ha tenido la implementación de los acuerdos en la estructura orgánica del Estado para describir cómo tal proceso afecta el diseño institucional contenido en la Constitución Política de Colombia. | es-ES |
| dc.description | The signing and ratification of the Final Agreement for the Ending of the Internal Conflict in Colombia and the Construction of a Stable and Lasting Peace initiated the process of implementation and, consequently, the issuance of a large number of constitutional and legal regulations, through a special procedure for peace known as fast track. This normativity created, modified or applied, temporarily, but with medium and long-term effects, the organic structure of the State and its personnel plant. From Weber’s perspective, this phenomenon is called: the “bureaucracy of peace”. In this sense, the present document has two objectives: i) to analyse the fulfilment of the obligations of generative reform arrangements relevant to the different branches of public power (legislative, executive, judicial) and autonomous and independent branch; ii) to make an inventory of the effects of the implementation of the agreements on the organic structure of the State to describe how this process affects the institutional design contained in the Political Constitution of Colombia. | en-US |
