| dc.description | This is a case study that aims to analyze the implementation of public policy for public security, in the municipality of Canoas/RS, during the period 2009 to 2016, verifying the institutionalization of the program through three axes: legal apparatus, activities and functional positions. The objective is to check the hypothesis that in some cases the induction of the Federal Government to the municipalities to implement public policies can complement the technical apparatus, thus conferring some degree of municipalization. The research carried out presents descriptive and explanatory characteristics, in which starting from the documentary and bibliographic analysis, the notebooks of the Federal and Municipal Governments regarding the institutionalization of the Program in the two governmental spheres, as well as the factors that lead to the municipalization of a public policy in areas and period determined in the study. Based on the analysis of data and information for the period from 2009 to 2016, it is observed that the previous Municipal Government implemented measures that made the institutionalization of National Public Security with Citizenship Program occur after its end. It is considered that the hypothesis that in some cases the induction of the Federal Government to the municipalities to implement public policies, thus conferring some degree of municipalization is confirmed. | en-US |
| dc.description | Trata-se de um estudo de caso que visa analisar a implementação da política pública de segurança, no município de Canoas/RS, durante o período de 2009 a 2016, verificando a institucionalização do programa através de três eixos: aparato legal, atividades e cargos funcionais. O objetivo é conferir a hipótese de que em alguns casos a indução do Governo Federal aos municípios para implementar políticas públicas pode complementar o aparato técnico, conferindo, assim, algum grau de municipalização. A pesquisa realizada apresenta características descritivas e explicativas, na qual, partindo da análise documental e bibliográfica, analisam-se os cadernos dos Governos Federal e Municipal referente à institucionalização do Programa nas duas esferas governamentais, bem como os fatores que levam a municipalização de uma política pública nas áreas e período determinado no estudo. Com base na análise dos dados e informações referentes ao período de 2009 a 2016, observa-se que o Governo Municipal anterior implementou medidas que fizeram com que a institucionalização do Programa Nacional de Segurança Pública com Cidadania ocorresse após o seu término. Considera-se que se confirma a hipótese de que, em alguns casos, a indução do Governo Federal aos municípios para implementar políticas públicas conferindo, assim, algum grau de municipalização. | pt-BR |
