dc.description	Nas federações, a existência de pelo menos dois níveis de governo com atribuições definidas constitucionalmente em uma relação não hierárquica (ao menos formalmente) suscita a questão sobre quem será o árbitro quando as unidades componentes entrarem em conflito. Sistemas federativos demandam, portanto, instrumentos para a composição de disputas federativas. Na maioria das federações o Judiciário, por meio da Suprema Corte, desempenha um importante papel na solução desses conflitos. No Brasil, o papel de arbitro é desempenhado pelo Supremo Tribunal Federal (STF) e o principal mecanismo por meio do qual as disputas federativas se desencadeiam é a Ação Direta de Inconstitucionalidade (ADI), instrumento por meio da qual um Estado pode buscar a invalidação de uma decisão legislativa da União e vice-versa. Nesse contexto, a questão que emerge é, em um cenário marcado pela concentração de competências legislativas no governo central tal como o definido pela Constituição de 1988, qual seria o papel do STF, como arena principal e última dos embates entre entes federados. Os resultados desses processos demonstram o STF favoreceu a expansão da jurisdição legislativa central.	pt-BR
dc.description	In federations, the existence of at least two levels of government with constitutionally, with defined roles in a non-hierarchical (at least formally) relationship, raises the question of who will be the referee when component units conflict. Federative systems therefore demand instruments for the composition of federative disputes. In most federations the judiciary, through the Supreme Court, plays an important role in resolving these conflicts. In Brazil, the role of arbitrator is played by the Federal Supreme Court (STF) and the main mechanism through which federal disputes are triggered is the Direct Unconstitutionality Action (ADI), an instrument through which a state can seek invalidation of a Union legislative decision and vice versa. In this context, the question that emerges is, in a scenario marked by the concentration of legislative powers in the central government as defined by the 1988 Constitution, what would be the role of the Supreme Court, as the main and last arena of clashes between federated entities. The results of these processes demonstrate the Supreme Court favored the expansion of central legislative jurisdiction.	en-US
