This paper analyzes the incentive laws and reality Artisan Ceramic Polo Icoaraci (PCI), with the primary objective of evaluating whether laws to encourage culture, as a public policy, brought some form of contribution to the artisans of the PCI. The opinions of leaders of artisans, master craftsmen and some cultural managers constructed the scenario that led to the development of this perspective on the relationship between the incentive laws and the reality of a regional cultures icon of Pará State Laws incentive value cultural legitimized by a ruling class, which determines what can be considered elite culture and popular culture. The ceramic Icoaraci, being a popular culture, that could be highlighted via incentive laws, would first go through the legitimization of this class. What was observed in this study is that the incentive laws do not fit the reality of the Polo, because in its dynamics, this region presents as emergency needs, the promotion of cultural imperative inherent in his artistic proposal, is relegated to the plane. This is visible when the vast majority of respondents could not even identify the meaning of Incentives Cultural object incentive laws. It is therefore clear that the incentive laws for the Polo does not become relevant when compared to emergency employment policies and income and education. And therefore, the culture policies aimed at Polo are still settled on a plan to achieve almost dreamlike.Este trabalho analisa as Leis de Incentivo e a realidade do artesão do Polo Cerâmico de Icoaraci (PCI), tendo como principal objetivo avaliar se as leis de incentivo à cultura, enquanto política pública, trouxeram alguma forma de contribuição para os artesãos do PCI. As opiniões de líderes dos artesãos, mestres-artesãos e de alguns gestores culturais compuseram o cenário que originou o desenvolvimento desta perspectiva acerca da relação entre as leis de incentivo e a realidade de uma das culturas regionais ícone do Estado do Pará. As leis de incentivo valorizam manifestações culturais legitimadas por uma classe dominante, a qual determina o que pode ser considerado cultura de elite e cultura popular. A cerâmica de Icoaraci, sendo uma cultura popular, para que conseguisse ter destaque via leis de incentivo, precisaria primeiro passar pela legitimação desta classe. O que foi observado neste estudo é que as leis de incentivo ainda não se adequam à realidade do Polo, pois, em sua dinâmica, esta região apresenta necessidades tão emergenciais, que o fomento do imperativo cultural inerente à sua proposta artística, fica relegado a segundo plano. Este aspecto é visível quando a grande maioria dos entrevistados não conseguiu sequer identificar o significado dos Incentivos Culturais, objeto das leis de incentivo. Fica, portanto, claro que as leis de incentivo para o Polo não ganham relevância quando comparadas às emergenciais políticas de emprego e renda e de educação. E por conseguinte, as políticas de cultura voltadas ao Polo ficam ainda assentadas a um plano quase onírico de concretização.
