| dc.description | The prisons have always piqued researchers around the world, whether by its chronic inefficiency or its function penology. Several authors have addressed the issue of failure of prisons as a mechanism resocializing. Overcrowded cells, abuse, unsanitary, promiscuity are a small portion of the situations experienced by reclusive in prisons worldwide and who instigated researchers around the world in search of a plausible solution. Several policies have been implemented with the objective of resolve or lessen the embarrassment experienced within the prison. Among them: the transfer of the management of State prisons, responsible for power-Duty to Punish to particular. The State of Ceará is among federative entities that have adopted this policy, whose end occurred in 2008 during the first government of Cid Ferreira Gomes. Thus, this study sought to understand the degree of efficiency of private management on the Institute Presidio Professor Olavo Oliveira II (Located in Ceará) and the current situation of that unit with the end of co-management. | en-US |
| dc.description | As prisões sempre instigaram pesquisadores em todo o mundo, seja pela sua ineficiência crônica ou pela função penalógica. Diversos autores já abordaram a temática da falência das prisões como mecanismo ressocializador. Celas hiperlotadas, maus-tratos, insalubridade e promiscuidades são uma pequena parcela das situações vividas pelos reclusos nos cárceres mundiais e que conduziram os pesquisadores em busca de uma solução plausível. Diversas políticas foram implantadas com o intuito de dirimir ou reduzir os constrangimentos vividos no âmbito das penitenciárias, dentre elas a transferência da gestão dos presídios do Estado, responsável pelo poder-dever de punir, ao particular. O Estado do Ceará está entre os entes federativos que adotaram esta política, cujo fim se deu no ano de 2008 durante o primeiro governo de Cid Ferreira Gomes. Assim, este trabalho tem por objetivo compreender o grau de eficiência da gestão privada no Instituto Presídio Professor Olavo Oliveira II (localizado no Ceará) e a atual situação daquela unidade com o fim da cogestão. | pt-BR |
