Boys and girls can present different forms in the development of their learning, not all learn at the same rate, this is related to the environment in which they are, therefore, we speak of cognitive disability when this boy or girl reveals limitations in their intellectual capacities, the form of interaction and adaptation to their different social environments. This cognitive disability makes it difficult to learn social skills and the respective competencies for optimal integral development as a human being. This article discloses the results of the research carried out on the second grade students of the Toledo Plata school in the municipality of Cúcuta, Norte de Santander department; The study objective that frames this research is to Generate theoretical-procedural foundations for the attention of attitudinal learning around the teaching and learning processes of children with cognitive disabilities in the second grade at the Toledo Plata school in the city of San José de Cúcuta; from the characterization in the approach and closure of the teaching and learning processes with this population in special conditions.   In this research, a field methodology was implemented, which is based on the collection of permanent data obtained from reality and on the interaction with the object of study, a systemic approach and a mixed epistemological paradigm which is composed of the quantitative method that allows a verifiable and factual study and the qualitative study that allows an analysis of the social phenomena of the object of study, the findings of this study show in its results that: once the methodology was applied in the triangulation of the information, the findings were determined in which it is identified that the second grade students of the Toledo Plata school, according to their learning capacities, require a differentiating, but integrating attention in the pedagogical teaching processes.Los niños y niñas pueden presentar diferentes formas en el desarrollo de sus aprendizajes, no todos aprenden al mismo ritmo, esto conexo al entorno en el que se encuentren, por tanto, se habla de discapacidad cognitiva cuando este niño o niña, revelan limitaciones en sus capacidades intelectuales, la forma de interacción y adaptación a sus diferentes entornos sociales. Esta discapacidad cognitiva, dificulta el aprendizaje habilidades sociales y las respectivas competencias para el óptimo desarrollo integral como ser humano. El presente artículo, da a conocer los resultados de la investigación que se realizó a los alumnos de segundo grado del colegio Toledo Plata del municipio de Cúcuta departamento Norte de Santander; el objetivo de estudio que enmarca esta investigación es el de Generar fundamentos teórico-procedimentales   para    la    atención de los aprendizajes actitudinales en torno a los procesos de enseñanza   y   aprendizaje de la niñez con discapacidad cognitiva del grado segundo en el colegio Toledo Plata de la ciudad San José de Cúcuta; a partir de la caracterización en el abordaje y cierre de los procesos de enseñanza y aprendizaje con esta población en condiciones especiales. En esta investigación se implementó una metodología de campo, la cual se basa en la recolección de los datos permanentes obtenidos de la realidad y en la interacción con el objeto de estudio, un enfoque sistémico y un paradigma epistemológico mixto el cual se compone del método cuantitativo que permite un estudio verificable y fáctico y el estudio cualitativo que permite un análisis a los fenómenos sociales del objeto de estudio, los hallazgos de este estudio muestran en sus resultados que: una vez aplicada la metodología en la triangulación de la información se determinaron los hallazgos en los cuales se identifica, que los estudiantes de segundo grado del colegio Toledo Plata, según sus capacidades de aprendizaje requieren una atención diferenciadora, pero integradora en los procesos pedagógicos de enseñanza.
