| dc.description | The protection of historical zones has been a process that has evolved in the last decades worldwide, and Colombia has not been unaware of this event since, since the mid-20th century, advances have been made in the development of instruments for the management and vindication of the tangible heritage of historic centers. In this way, the PEMP Special Protection and Management Plans emerge as the main instrument of action within the National Historic Centers Recovery Plan. Despite the existence of management instruments such as the PEMP, it is still incipient its application in most municipalities due to the lack of resources of the entities charged at the national level, and the lack of process management simultaneously with other instances of the municipal government, actors of the private sector and civil society. Of the 44 historic centers declared in Colombia, only some departmental capitals have instances that develop specific tasks of direct application in the PEMP. Equally, the articulation of technical nature of the PEMP with other planning tools is scarce, even though this is the one that is in the highest hierarchy, even above the POTs. In recent researches of the group Constructed Heritage: Text and Context, it has been possible to identify some difficulties to generate synergies between the application of the PEMP and the needs of the population, which evidences the need to evaluate the relevance and effectiveness of the actions proposals in line with the impact on the community. According to a report by the Ministry of Culture of 2015, some municipalities that have PEMP approved and implemented, already show phenomena such as high real estate pressure, incompatibility of performance criteria between regulatory bodies, dismantling between planning and regulation, increase in tertiary uses that displace the uses of housing and favor the exodus of the permanent population, among other impacts mentioned in the follow-up report. In this sense, the objective is to analyze management instruments of historical centers in Colombia, identifying the aspects to be improved taking into account that the implementation of these instruments should tend to update the functions of historic centers, preservation of existing structures and revitalization in the current context, for socio-economic development with positive balance for the local population. The results contribute in the approach to a management methodology for sustainable interventions in historic centers. | en-US |
| dc.description | La protección de zonas históricas ha sido un proceso que ha evolucionado en las últimas décadas a nivel mundial, y Colombia no ha sido ajena a este acontecer dado que desde mediados del siglo XX se han generado avances en el desarrollo de instrumentos tendientes a la gestión y reivindicación del patrimonio tangible de los centros históricos. De esta forma surgen los Planes Especiales de Manejo y Protección PEMP como el principal instrumento de actuación dentro del Plan nacional de recuperación de centros históricos. A pesar de la existencia de instrumentos de gestión como el PEMP, es aún incipiente su aplicación en la mayor parte de los municipios debido a la falta de recursos de los entes encargados a nivel nacional, y la falta de gestión de procesos de forma simultánea con otras instancias del gobierno municipal, actores del sector privado y de la sociedad civil. De los 44 centros históricos declarados en Colombia, tan solo algunas capitales de departamento cuentan con instancias que desarrollen tareas específicas de aplicación directa en el PEMP. Igualmente es escasa la articulación de carácter técnico del PEMP con otras herramientas de planificación, a pesar de ser éste el que se encuentra en mayor jerarquía por encima inclusive de los POT. En investigaciones recientes del grupo Patrimonio Construido: Texto y Contexto, se han podido identificar algunas dificultades para generar sinergias entre la aplicación de los PEMP y las necesidades de la población, con lo cual se evidencia la necesidad de evaluar la pertinencia y eficacia de las acciones propuestas en consonancia con el impacto en la comunidad. Según un informe del Ministerio de Cultura del año 2015, algunos municipios que cuentan con PEMP aprobado e implementado, ya evidencian fenómenos como la alta presión inmobiliaria, incompatibilidad de criterios de actuación entre los entes reguladores, desarticulación entre la planeación y la reglamentación, aumento de usos terciarios que desplazan los usos de vivienda y favorecen el éxodo de la población permanente, entre otros impactos que se mencionan en el informe de seguimiento. En este sentido, el objetivo es analizar instrumentos de gestión de centros históricos en Colombia, identificando los aspectos a mejorar teniendo en cuenta que la implementación de estos instrumentos debe propender por la actualización de las funciones de los centros históricos, preservación de las estructuras existentes y revitalización en el contexto actual, para el desarrollo socio económico con saldo positivo para la población local. Los resultados de aportan en la aproximación a una metodología de gestión para intervenciones sostenibles en centros históricos. | es-ES |
