The neurosciences and their diverse applications in the XXI century, pose challenges of knowledge with great value to different disciplines that are deployed even to the management sciences, by virtue of their contributions. In addition to this, these processes have a place in the administration, municipal public management, essentially because they are processes that require planning, especially when taking into account the variable contexts and uncertainty that are experienced at present, in order to develop later a set of determining activities that allow the fulfillment of the objectives according to the proposed lines of action. With regard to the above, Braidot (2009) points out that Neuromarketing is an advanced discipline, whose function is to investigate and study brain processes that make the behavior and decision making of people in the fields of action of a clear way clearer. Traditional marketing (market intelligence, design of products and services, communications, prices, positioning, targeting, channels, sales, loyalty). Methodologically the research responds to the qualitative approach since the ethnographic method outlined in the epistemic paradigm is experiential introspective. The data collection was carried out through observation and semi-structured interviews, which gave way to the structuring of the cognitive process through the memos and the integration of the same together with the triangulation. The previous facilitated the fulfillment of the general purpose; understanding of the categories and, in turn, the derivative; generate substantive theoretical guidelines.Las neurociencias y sus diversas aplicaciones en el pleno siglo XXI plantean desafíos del conocimiento con mucha valía a distintas disciplinas que se despliegan incluso hasta las ciencias gerenciales, en virtud de sus aportes. Aunado a ello, dichos procesos tienen cabida en la administración, la gestión pública municipal, esencialmente porque requieren de la planificación, sobre todo si se tienen en cuenta los contextos variables y de incertidumbre que se experimentan en la actualidad, a fin de desarrollar posteriormente un conjunto de actividades determinantes que permita el cumplimiento de los objetivos según las líneas de acción propuestas. Con respecto a lo anterior Braidot (2009) señala que el Neuromarketing es una disciplina de avanzada, que tiene como función investigar y estudiar procesos cerebrales que hacen de una manera más clara la conducta y toma de decisiones de las personas en los campos de acción de marketing tradicional (inteligencia de mercado, diseño de productos y servicios, comunicaciones, precios, posicionamiento, targeting, canales, ventas, fidelización). Metodológicamente la investigación responde al enfoque cualitativo desde el método etnográfico perfilado en el paradigma epistémico es introspectivo vivencial. En cuanto a la recolección de datos se realizó a través de observación y entrevistas semiestructuradas, que dieron paso a la estructuración del proceso cognitivo mediante los memorandos y la integración del mismo junto a la triangulación. Lo anterior facilitó el cumplimiento del propósito general; comprensión de las categorías y a su vez al derivado; generar unos lineamientos teóricos sustantivos.
