| dc.description | Este artículo aborda el derecho humano a la información como aquel que implica la libertad de buscar, difundir y recibir mensajes o contenidos de toda índole, en igualdad de condiciones, sin consideración de fronteras y a través de cualquier medio o proce-dimiento; y por lo cual, es un derecho indispensable para conocer y ejercer otros dere-chos políticos, sociales, económicos y culturales: como la participación ciudadana, la libre expresión o el acceso a la cultura. En tal sentido, internet converge con el derecho a la información porque como medio tecnológico y comunicativo permite al individuo formar opiniones orientadas (informarse), participar en el proceso de intercambio y debate (comunicarse) y colaborar con el crecimiento colectivo (formarse). En conse-cuencia, carecer del acceso a internet o tener desigualdad de oportunidades para ingresar a la red afecta tanto el ejercicio del derecho humano a la información como el de otros derechos. Para determinar esta desigualdad se implementaron técnicas de investigación documental, analítica y medición de indicadores; con las que se puede afirmar que si bien el acceso a la red y al derecho a la información es contemplado jurí-dicamente a nivel nacional e internacional; acceder a internet no es posible para todos los sectores de la población mexicana, porque a pesar de que existen políticas públicas para ofrecer servicios de internet, la cobertura es insuficiente, las velocidades son ines-tables y predominan las corporaciones privadas con precios inasequibles; aspectos que influyen negativamente en el derecho a la información | |
| dc.description | This article deals with the human right to information as one that implies the freedom to seek, disseminate and receive messages or contents of all kinds, on an equal footing, without regard to frontiers and through any means or procedure; and therefore, it is an indispensable right to know and exercise other political, social, economic and cultural rights: such as citizen participation, free expression or access to culture. In this sense, the Internet converges with the right to information because as a technological and communicative medium it allows the individual to form orientated opinions (get informed), participate in the process of exchange and debate (communicate) and collaborate with collective growth (training). Consequently, lack of access to the Internet or unequal access to the Internet affects both the enjoyment of the human right to information and other rights. In order to determine this inequality, documentary research, analytical and indicators measurement techniques were implemented; with which it can be stated that although access to the network and the right to information is legally provided for at the national and international level; Internet access is not possible for all sectors of the Mexican population, because despite public policies to provide Internet services, coverage is insufficient, speeds are unstable and private corporations with unaffordable prices predominate; aspects that negatively influence the right to information | |
