| dc.description | El pensamiento político colombiano durante el siglo xi x estuvo caracterizado por esquemas interpretativos e ideológicos provenientes de Europa y Norteamérica con los que se buscaba generar la construcción de un estado-nación desarrollado y moderno. El sistema de gobierno escogido por la élite letrada de la época fue el presidencialismo, tomando el modelo de Estados Unidos, el cual ha sido el sistema de gobierno vigente en el país desde ese momento. El presidencialismo en Colombia no ha sido un sistema estático y por el contrario se pueden rastrear cambios y modificaciones en el mismo a lo largo de doscientos años de vida republicana. Este artículo reflexiona acerca de los orígenes del presidencialismo en Colombia, desde el ámbito histórico y constitucional de la figura. La comprensión del presidencialismo desde la constitución de 1886 y la forma en que queda configurado jurídica y políticamente en la constitución de 1991, así mismo sobre el ejercicio de las atribuciones del presidente de la república y su relación con el legislativo. | dc.description | Colombian political thought during the 19th century was characterized by interpretive and ideological schemes from Europe and North America with which it sought to gene-rate the construction of a developed and modern nation-state, the system of govern-ment chosen by the literate elite of the time was presidentialism taking the model of the United States, which has been the the current system of government since then. Presi-dentialism in Colombia has not been a static system and, on the contrary, changes and modifications in it can be traced over two hundred years of republican life. This article reflects on the origins of Colombian presidentialism, from the historical and constitu-tional scope of the figure. The understanding of presidentialism since the 1886 constitu-tion and the way in which it is legally and politically configured in the 1991 constitution, as well as the exercise of the powers of the president of the republic and its relationship with the legislature, is then analyzed in the context historical and constitutional of this figure regarding the powers of the president and the way in which the system of checks and balances is developed for the Colombian case from the interaction of the different institutions of the executive, legislative, and judicial order. | |
