dc.description	This article aims to show how those who have addressed the design of any mega project in UrabÃ¡ (Colombia), in the case of Pan and its impact in Darien, have shown a pathological lack of all those mechanisms that substantial integration , when taking any decision with territorial implications, must take into account the actual participation of the inhabitants of those areas where you want to develop infrastructure plans, admitting the possibility that these people can give the negative and reject projects that not considered in line with its own concept of development.	en-US
dc.description	El presente artículo pretende evidenciar como aquellos que se han ocupado del diseño de cualquier tipo de megaproyecto en Urabá (Colombia), en el caso de la Panamericana y su impacto en el Darién, han manifestado un patológico desconocimiento de todos aquellos mecanismos de integración substancial que, en el momento de tomar cualquier tipo de decisión con implicaciones territoriales, deben tener en cuenta la participación efectiva de los pobladores de aquellas zonas donde se quieran desarrollar planes infraestructurales, admitiendo la posibilidad que los mismos pobladores puedan dar la negativa y rechazar aquellos proyectos que no consideren en línea con su propia concepción de desarrollo.	es-ES
