dc.description	The documentary review and e-literature, to substantiate theoretically the investigation "Operation of the Public Policy for Early Childhood, childhood and adolescence in the municipalities of Sincelejo, Corozal and Buenavista" and that is explicit in the municipal development plans, gave rise to this article, in which there is an analysis about conceptual referents, strategies and actions that guide the formulation, implementation, and evaluation at the national, departmental and local. Refers to characteristics and particularities of the public policy and the actions of the State as the guarantor of the rights of children and adolescents, in the framework of Colombian law and the provisions set forth in the international treaties.	en-US
dc.description	La revisión documental y bibliográfica, para fundamentar teóricamente la investigación “Funcionamiento de la Política Pública de Primera Infancia, Infancia y Adolescencia en los municipios de Sincelejo, Corozal y Buenavista” y, que se explícita en los planes de desarrollo municipales, dio origen al presente artículo, en el cual se hace un análisis acerca de referentes conceptuales, estrategias y acciones que orientan su formulación, implementación y evaluación en el ámbito nacional, departamental y local. Se alude a características y particularidades de la política pública y el accionar del Estado como garante de los derechos de la infancia y la adolescencia, en el marco de la normatividad colombiana y lo que establecen los tratados internacionales. Además, se hacen algunas inferencias de la aplicabilidad de la política en los municipios estudiados, en consonancia con lo que expresa sus objetivos en cuanto a derechos y garantías, en aras de favorecer su calidad de vida y concretizar el lema “asegurar a los niños y adolescentes sus derechos es ampliar las oportunidades en la sociedad, es posibilitar su desarrollo integral”.	es-ES
