En esta investigación abordamos el desarrollo del sistema escolar en Chile en el contexto neoliberal, distinguiendo entre un periodo de neoliberalismo utópico (1980-1989) y un periodo de neoliberalismo pragmático (1990-2011). El estudio buscar establecer líneas de continuidad y de ruptura entre ambos periodos, mediante la exposición de diversos elementos que permitan dar cuenta de la especificidad del dispositivo escolar en la actualidad. Estos elementos serán leídos en tres niveles de análisis, de mayor a menor generalidad: La política de la educación, las políticas educativas y las prácticas. Abordaremos el estudio del sistema educativo como dispositivo de gobierno neoliberal, en tanto esto nos permite dar cuenta de las transformaciones en las tecnologías de gobierno de lo social que caracterizan el periodo del neoliberalismo pragmático, las cuales han reorganizado profundamente el sistema educativo, a nivel de su financiamiento, de su gestión, de las prácticas educativas, etc. Las distintas modalidades de privatización que podemos encontrar a lo largo de la consolidación del neoliberalismo educativo en Chile, nos permite dar sustento a nuestra afirmación acerca de la profundización del neoliberalismo educativo, a pesar de las rupturas que puedan identificarse en el ámbito económico, de las políticas públicas, o del discurso imperante. La hipótesis de la presente investigación señala que la presencia en la agenda educativa actual de nuevas modalidades de gobierno es producto de una profunda transformación del Estado, el cual, mediante formas de gestión inspiradas en una lógica empresarial, funciona reproduciendo la dinámica mercantil por medio de su intervención. En el primer capítulo de la tesis se desarrollarán los conceptos de neoliberalismo y gubernamentalidad, desarrollo mediante el cual se podrá comprender el objetivo de la presente investigación de estudiar el sistema educativo escolar chileno como dispositivo de gobierno neoliberal. Igualmente se realizará una revisión de los principales postulados y fundamentos de la teoría del capital humano, componente esencial del paradigma educativo neoliberal, dando cuenta de la antropología neoliberal que permite la reactualización de dicha teoría en nuestra actualidad. En el segundo capítulo se revisarán los principales elementos de constitución del mercado educativo chileno en el periodo de la dictadura, tanto a un nivel teórico- discursivo, como en el nivel de la política educativa. En la segunda parte de este capítulo se desarrollarán los principios de la teoría crítica mediante la cual se realizará el estudio de la trayectoria del sistema educativo escolar en el periodo neoliberal posdictatorial, mediante la distinción entre la privatización endógena y exógena que realiza S. Ball. Los elementos del dispositivo escolar serán estudiados mediante la exploración de tres principios fundamentales que orientan las ideas educativas del sistema educativo chileno: la subsidiariedad, la elección y la calidad, así como de la revisión de tres políticas representativas de dichos principios, y que nos permitirán entender cómo estos son operativizados en la práctica: el financiamiento compartido (1993), la Subvención Escolar Preferencial (2008) y el Sistema de Aseguramiento de la Calidad (2011), las cuales ocupan los capítulo 3 y 4. In this research we address the development of the Chilean school system in the neoliberal context, making a distinction between a period of utopic neoliberalism (1980-1989) and a period of pragmatic neoliberalism (1990-2011). The study tries to stablish lines of continuity and rupture between both periods, by exposing different elements that allow to show the specificity of the school dispositif now a day. These elements will be displayed in three levels of analysis, from the least to the most specific: education politics, educational policies and practices. We will address the study of the educational system as a neoliberal government dispositif, this will allow us to show the transformations in the technologies of the government of the social that characterize the pragmatic neoliberal period, which have profoundly reorganized the education system, at its levels of financing, management, educational practices, etc. The different modalities of privatization that can be found throughout the consolidation of the educational neoliberalism in Chile, allow us to support our statement about the deepening of the educational neoliberalism, despite of the ruptures that can be identified in the economic, public policies or prevailing speech sphere. The hypothesis of the present research poses that the presence of the government modalities in the current educational agenda is the product of a deep state transformation, which by management methods inspired by a business logic, works by reproducing the commercial dynamics through its intervention. In the first chapter of the thesis the concepts of neoliberalism and governmentality will be developed, allowing to understand the purpose of the present investigation of analize the Chilean school system as a neoliberal government dispositif. In the same way, a review of the main foundations of the theory of human capital will take place, as it is an essential component of the neoliberal educational paradigm, thus showing the neoliberal anthropology that enables the updating of this theory in our present. In the second chapter the main elements of the Chilean education market constitution will be reviewed in the period of the dictatorship, in both a theoretical discursive level, as in an educational policy level. In the second part of this chapter I will explain the principles of the critical theory by which the study of the trajectory of the school education system in the post-dictatorship neoliberal period will take place, by distinguishing between endogenous and exogenous privatization, which developed by S. Ball. The elements of the school dispositif will be studied by exploring three fundamental principles that guide the educational ideas of the Chilean education system : subsidiarity , freedom of choice and quality, and by the review of three representative policies of these principles, that will allow us to understand how these are operationalized in practice: the shared financing (1993) , the Preferential School Subsidy (2008) and the System of Quality Assurance (2011) , which occupy the chapter 3 and 4 of this investigation.
