La investigación se propuso analizar las transformaciones institucionales y tecnológicas del esquema de protección social a partir de un estudio de caso: el Plan de Centros de Atención a la Infancia y la Familia (Plan CAIF). En Uruguay se trata del ejemplo más acabado de incorporación de las nuevas orientaciones adoptadas en las políticas sociales llamadas de segunda generación. El Plan CAIF es un servicio de protección social focalizado en niños menores de 4 años y sus familias en “situación de riesgo social” y desarrolla programas en las áreas de estimulación oportuna, educación inicial, nutrición, promoción de la salud, promoción de la familia y desarrollo comunitario. Tiene una trayectoria institucional de más de 20 años y el análisis se centró en un período en particular (2003 – 2009), en el que se consolidan, de forma significativa, las orientaciones institucionales y tecnológicas innovadoras que lo caracterizan desde sus primeros años de funcionamiento marcando así cierta orientación sociopolítica. La hipótesis que orienta la reflexión afirma que asistimos a transformaciones institucionales y tecnológicas de las formas de protección social que son reflejo de la creciente tendencia a la individualización social y que, al mismo tiempo, refuerzan tal proceso. Los principales resultados de la investigación permiten constatar la emergencia de dispositivos individualizadores de la protección en el campo social e identificar los principales atributos que los caracterizan en tanto nuevas formas de gobierno y vigilancia poblacional. Las formas de protección social individualizada se configuran en un contexto en el que entender los “problemas sociales” en tanto handicaps individuales o familiares aparece como legítimo. De este modo, comprender las alteraciones tecnológicas e institucionales de los dispositivos de protección social no se redujo a listar las innovaciones y su incorporación a la gestión de lo social, sino que exigió la comprensión de las condiciones socio-históricas y las racionalidades que posibilitaron tal incorporación, que imprimen una orientación y dotan de una materialidad concreta a cada dispositivo. The investigation intended to analyse the institutional and technological transformation in the social protection scheme, from a case study: the Plan of Care Centers for Childhood and Family (CAIF). In Uruguay it is the best example of integration of new guidelines adopted in the social policies, known as second generation. The plan CAIF is a social protection service focused on children under four years and their families in social risk situation, and develops programs in the appropriate stimulation areas, initial education, nutrition, health promotion, promotion of family and community development. It has an institutional trajectory of more than 20 years and the analysis was focused on a particular period of time (2003 – 2009), in which they are consolidated, significantly, the institutional and technological orientations that characterize it since their first years of operation, establishing, that way, certain sociopolitical orientation. The hypothesis that guides the reflection states that we are witnessing institutional and technological transformations in the forms of social protection, which are a reflection of the growing trend towards social individualization and at the same time reinforce that process. The main results of the investigation allows us to note the emergence of individualizing devices of protection in the social field, and to identify the main attributes that characterize them as new forms of government and population - based surveillance. Forms of individualized social protection are configured in a context in which to understand “social problems” as individual or family handicaps appears as legitimate. Thus, to understand the technological and institutional changes in social protection devices was not just a list of innovations and their incorporation into the management of the social, but it demanded the comprehension of the socio-historical conditions and the rationalities that enabled such incorporation, which printed an orientation and provide each device with a concrete form.
