Si bien el tema de las necesidades humanas ha sido ampliamente discutido en el campo de las ciencias sociales desde diferentes áreas que van desde la economía, las ciencias políticas, la teología, etc. En el campo del hábitat social y de las políticas habitacionales, las necesidades se han tomado como “simplemente dadas”, circunscribiendo las discusiones en torno a los satisfactores. En las escasas investigaciones en las que se ha avanzado sobre el tema, ha prevalecido una visión sectorial del problema, señalando que las inadecuaciones de las soluciones habitacionales brindadas por la política habitacional radican en el hecho de que en la gestión pública convencional de la vivienda, las necesidades habitacionales son definidas a partir de conjeturas o hipótesis de su naturaleza, más o menos racionalmente fundadas, o por su traducción como carencia de determinados satisfactores estandarizados o, en el mejor de los casos por perfiles abstractos de necesidad basados en aproximaciones estadísticas (Pelli, 2010). Focalizando las fallas en las interpretaciones técnicas o en la falta de incorporación de la “voz” de los beneficiarios, invisibilizando el proceso político de disputa en el cual se construyen las necesidades (Fraser, 1990). A partir de entender que este tema requería de un abordaje más complejo, esta investigación -que se encuadra en el campo de los estudios sobre las políticas sociales (específicamente las políticas habitacionales) y las necesidades humanas - se propuso analizar el proceso de configuración de las necesidades en la Política Federal de Vivienda (vigente en Argentina en el período 2003- 2007), a partir del análisis en profundidad de tres proyectos implementados en el Área Metropolitana Gran Resistencia (Chaco, Argentina), haciendo un esfuerzo por reconstruir sus diferentes momentos, desentrañar sus particularidades, los actores involucrados, sus roles, estrategias e incidencia en la politización, interpretación / definición e implementación de las necesidades habitacionales, que determinaron las definiciones finalmente legitimadas por el Estado y ejecutas en el territorio. While the issue of human needs has been widely discussed in the field of social sciences from different areas ranging from economics, political science, theology, etc. In the field of social housing and housing policies, the needs have been taken as "simply given" circumscribing the discussions about the satisfactions. In the few studies in which progress has been made on the issue, it has prevailed a sectorial approach to the problem, noting that the inadequacies of the housing solutions offered by housing policies lie in the fact that in conventional public housing management, housing needs are defined based on conjecture or hypothesis of its nature, more or less rationally founded, or its translation as lack of certain standardized satisfactions or in the best for abstract profiles of need-based statistical approaches (Pelli , 2010). Focusing failures in technical interpretations or lack of incorporation of the "voice" of the beneficiaries, obscuring the political process of dispute in which the needs are built (Fraser, 1990). From understand that this issue requires a more complex approach, this research which falls within the field of social policy studies (specifically housing policies) and human needs - was aimed to analyze the process of setting up the needs in the Federal Housing Policy (valid in Argentina in the period 2003- 2007), from in-depth analysis of three projects implemented in the Gran Resistencia Metropolitan Area (Chaco, Argentina), making an effort to rebuild their different times, unravel its features, the actors involved, their roles, strategies and impact on politicization, interpretation / definition and implementation of housing needs that determined the definitions finally legitimized by the state and run in the territory.
