| dc.description | In turbulent global dynamics, surveillance systems have state-of-the-art technologies capable of easily breaching the protocols for information protection produced by each State in international relations, disrupting confidence levels achieved under different regimes in the definition of common threats and risks to security. Due to the asymmetries of international power in different spheres, the practices of intelligence surveillance and instrumentation have been approached from the hegemonic paradigms of International Relations and Intelligence, marginalizing the concurrence of other actors and reflections on their ethical positions. Therefore, from this article we reveal, through critical (poststructuralist) analysis, the explanatory limitations of realistic epistemic concepts: intelligence, anti-diplomacy and surveillance that simplify the understanding of complex current security scenarios. Finally, we validate the relevance of new analytics for the critical interpretation of these scenarios and their challenges. | en-US |
| dc.description | En la turbulenta dinámica global, los sistemas de vigilancia cuentan con tecnologías de punta capaces de quebrantar los protocolos de protección a la información, producida por cada Estado, en las relaciones internacionales, perturbando los niveles de confianza logrados en el marco de los distintos regímenes, en la definición de amenazas y riesgos comunes a la seguridad. Debido a las asimetrías del poder en diversos ámbitos, las prácticas de vigilancia —instrumentación de la inteligencia— se han abordado desde el mainstream —o paradigmas hegemónicos de Relaciones Internacionales e Inteligencia de corte positivista—, marginalizando la concurrencia de otros actores y reflexiones sobre sus posiciones éticas. En este artículo develamos, mediante un análisis posestructuralista, las limitaciones de los conceptos realistas de inteligencia, anti-diplomacia y vigilancia que simplifican la comprensión de los complejos escenarios de seguridad actuales. Finalmente, fundamentamos la pertinencia de nuevas analíticas para la interpretación crítica de dichos escenarios y sus desafíos. | es-ES |
