In this paper I analyze the components and main effects of what I characterized as a process of criminalization of youth in poverty, in the case of Uruguay. I argue that this process occurs through a series of discursive operations (in different levels: police, judicial, political and technical- scientific), which stigmatize the social reference group, placing them as a threat to society. To investigate this process, I analyze journalistic texts, testimonials and an advertising campaign, covering the following actors: a member of the national Parliament, the editorialist of the highest circulation newspaper in Uruguay, the Director of the largest hospice psychiatric in the country, and the Uruguayan Interior Ministry (police force). I conclude that in Uruguay started up a stigmatization process which place youth in poverty as a threat to society, and that this process involves the deepening of police approaches of the security problems, obscuring the conditions of social injustice behind them, and consecrating fear as the main principle of the social relationships. This situation also challenges to the social sciences, and in particular to psycological disciplines, by posing the challenge of finding new answers, both theoretical and methodological, alternatives to the stigmatization and police security approaches.En el presente trabajo analizo los componentes y efectos principales del fenómeno que caracterizo como proceso de criminalización de los jóvenes en situación de pobreza, en el caso de Uruguay. Sostengo que dicho proceso ocurre a través de operaciones discursivas policiales, judiciales, políticas y técnico-científicas, las que operan efectos estigmatizadores de dicho grupo social de referencia, y lo instituyen como amenaza para la sociedad. Para indagar sobre dicho proceso, abordo el análisis de textos periodísticos, testimonios y una campaña publicitaria, abarcando a los siguientes actores: un parlamentario nacional, el editorialista del periódico de mayor tiraje en Uruguay, el Director de los hospicios psiquiátricos más grandes del país, y el Ministerio del Interior uruguayo (la fuerza policial). Concluyo que hay en curso en Uruguay un proceso de institución de los jóvenes en situación de pobreza como amenaza para la sociedad, y que dicho proceso conlleva la profundización de los abordajes policiales a los problemas de seguridad ciudadana, invisibilizando las condiciones de injusticia social detrás de los mismos, y consagrando al miedo como principio articulador del lazo social. Concluyo también que esta situación interpela a las ciencias sociales, y en particular a las disciplinas de lo psíquico, planteándoles el desafío de encontrar preguntas y respuestas teóricas y metodológicas alternativas a los abordajes basados en (o funcionales a) la estigmatización y la seguridad policial.
