How to manage uncertainty: transgenic products and the debate over the principle of substantial equivalence

dc.description	This article analyses the various postures that contemporary societies adopt when faced with the complex and the unknown. In particular, I examine why the risks associated with new transgenic crops may prompt, on the one hand, inaction, complacency and conformism or, on the other hand, activism, suspicion and disquiet. I argue that that the principal problem in the management of scientific uncertainty involves a cognitive and epistemological question about what we know and what we don't know, as well as an ethical and normative question about what we do and what we ought to do, about both the known and the unknown. In conclusion, I explore the essential tension between the dominant social position in favour of complete freedom to investigate, produce and commercialise, versus the emergent alternative social position which advocates control, security and social and environmental responsibility.	en-US
dc.description	El presente trabajo estudia los estilos disímiles que las sociedades contemporáneas adoptan cuando se enfrentan al dominio de la complejidad y lo desconocido. Másconcretamente, se examina por qué los posibles riesgos adversos asociados a los nuevos cultivos transgénicos pueden ser, o bien motivo de la inacción, la confianza y el conformismo, o bien motivo de la acción, la sospecha y la preocupación. Se evidencia entonces que el interrogante cardinal sobre la gestión de la incertidumbre científica incluye una pregunta cognitiva y epistemológica acerca de qué sabemos y qué ignoramos así como una pregunta ética y normativa en torno a qué hacemos y qué debemos hacer con lo conocido y lo desconocido. En último término, se profundiza en la tensión esencial existente entre la apuesta social dominante para la plena libertad de investigar, de producir y de comerciar frente a la apuesta social emergente y contestataria para la defensa constante del control, la seguridad y la responsabilidad social y ambiental.	es-ES
