Tuna among the seats. Rates, tariffs and foreign competition in the Chamber of Deputies debate at the end of the nineteenth century

dc.description	During the last decades of the 19th century, Italy underwent a deep process of change. After the Historical Left took power, it was necessary to address the challenges of an international economy that was becoming more and more efficient and fierce. The sudden transformation of this young Kingdom from an agrarian country to an industrial power, took place through the adoption of strong protectionist policies (1878 and 1887), new diplomatic and military alliances, growing colonial ambitions, harsh demonstrations of popular discontent and an increase of migration flows. Reports of parliamentary debates are certainly an interesting vantage point to keep a close eye on the ongoing transformations. If historiography has traditionally made reference to this source on many occasions, the greatest advantages are clearly for the strands of political and diplomatic history. Economic history has also delved into the “subjects” of parliamentary confrontation. By building up a clear picture of the personal profiles and theoretical and cultural horizons, it explored the confrontation between liberalism and neomercantilism, and it followed the events linked to the causes and effects of the duties applied on different economic sectors. In the agricultural and commercial sectors, specialattention was paid, obviously, to staple goods, such as wheat and wine. On the other hand, some minor sectors, such as fishing and canned tuna industries, had an enormous impact within this time frame, both in the public law, as well as in the parliamentary debates and, by following this path, it is also possible to trace back many interests, such as the demands for protection of a national “industry”, delocalisation processes, foreign competition, pricing policies and diplomatic relations.	en-US
dc.description	Nel corso degli ultimi decenni del XIX secolo l’Italia attraversa un processo di profondo mutamento. Dopo l’avvento al Governo della sinistra storica, sarà necessario affrontare le sfide di un’economia internazionale sempre più efficace e agguerrita, mentre l’avvio del contrastato passaggio del giovane Regno da paese agricolo a potenza industriale, si muove anche attraverso la scelta di più marcate politiche protezionistiche (1878 e 1887), nuove alleanze diplomatiche e militari, crescenti ambizioni coloniali, aspre manifestazioni dello scontento popolare e aumento dei flussi migratori. I resoconti del dibattito parlamentare sono sicuramente un interessante punto d’osservazione per seguire con attenzione le trasformazioni in atto, e se la storiogafia ha più volte fatto riferimento a questa fonte, a trarne i maggiori benefici sono stati certamente i filoni della storia politica e diplomatica. Anche l’interesse della storia economica si è però ampiamente dispiegato, ad esempio, intorno agli “attori” del confronto parlamentare, ricostruendo profili personali e orizzonti teorici e culturali, ha indagato intorno allo scontro tra liberismo e neomercantilismo, seguito le vicende legate alle cause ed effetti dei provvedimenti daziari su diversi settori economici. Sul fronte agricolo e commerciale, particolare attenzione è stata rivolta, ovviamente, a beni essenziali come il grano e il vino. Eppure anche produzioni di minore importanza, come la pesca e la confezione di tonno conservato, hanno avuto vasta eco in quest’arco cronologico, tanto nella pubblicistica quanto nel dibattito parlamentare e, seguendone l’iter, è possibile riannodare i fili di una molteplicità d’interessi che si muovono tra richieste di protezione di una “industria” nazionale, processi di delocalizzazione, concorrenza estera, politiche tariffarie e rapporti diplomatici.	it-IT
