dc.description	An analysis of the discursive practices surrounding a territorialized public action was carried out in the case of the category change of the Nevado de Toluca Protected Area in Mexico. The analysis focuses on the discourse that led to the construction of both the environmental problem, deforestation, and the solution to this problem: the reclassification of the National Park into a Flora and Fauna Protection Area to allow the exploitation of natural resources. The article shows how the Mexican government used scientific assessment and public consultation to substantiate its political decision. However, we show how the deforestation announced by the government does not correspond to the changes in forest cover between 1951 and 2014. The quality of the public consultation is also evaluated. We conclude that scientific assessment and public consultation are tools of governance and legitimacy.	en-US
dc.description	En este artículo se analizan las prácticas discursivas en torno a una acción pública territorializada en el caso del cambio de categoría de protección del Área Natural Protegida del Nevado de Toluca en México. El análisis se centra, en particular, en el discurso que dio lugar a la construcción tanto del problema ambiental —la deforestación— como en su solución: la recategorización del área protegida en Área de Protección de Flora y Fauna, para permitir el aprovechamiento de sus recursos naturales. El artículo muestra cómo el gobierno mexicano utilizó el peritaje científico y la consulta pública para acreditar su decisión política. Sin embargo, exponemos cómo la deforestación anunciada por el gobierno no corresponde con los cambios en la cobertura forestal entre 1951 y 2014. Asimismo, se evalúa la calidad de la consulta pública. Finalmente, concluimos que el peritaje científico y la consulta pública constituyen herramientas de gubernamentalidad y legitimación.	es-ES
