In 2006, Mexicans living abroad were able to vote from foreign soil for the first time in the presidential election. This article examines how the rules of implementation for the vote abroad were able to gain approval in the committees of the Mexican Chamber of Deputies. The authors utilize a variety of sources to better understand why the final vote abroad legislative attempt was successful in committee, while previous attempts did not gain approval
