| dc.description | El artículo examina las finanzas del ayuntamiento de Xalapa en el periodo 1798-1829. En el primer apartado de la exposición se presenta una breve revisión bibliográfica acerca de los estudios fiscales en México. En el segundo se aborda la definición de la estructura fiscal, para lo cual se examinan los distintos proyectos fiscales y la aprobación del plan que condicionó la posterior evolución de las finanzas municipales, además de hacer un reconocimiento de la elite y su relación con el aspecto político y fiscal del ayuntamiento. En el tercer apartado se analizan los ingresos y egresos de la tesorería xalapeña y sus características, a través de una revisión de los gastos municipales. El trabajo concluye con una reflexión sobre los aspectos que caracterizaron la hacienda municipal y la relación existente entre fiscalidad y elite xalapeña. Xalapa's Municipal Finances, 1798-1829This article examines Xalapa's municipal finances during the years 1798-1829. The first section the paper offers a brief bibliographical review of fiscal studies in Mexico. Then, it continues with a definition of the financial structure. For this purpose, different fiscal proyects and the approval of the plan which conditioned its later evolution at municipal finances are examinated. Moreover, we identify the elite and study its relation to political and fiscal aspects of the town council. Incomes and spending of the Xalapa treasury and their characteristics are analized in the third section through research of the municipal expenses. This work concludes with a reflection on the aspects that characterized the public purse and their relation to fiscality and the Xalapa elite. | es-ES |
