dc.description	En el estado de Veracruz, el emprendimiento de un proyecto fabril que lograra el tránsito de una economía sostenida en el sector agrícola a un sector industrial fue un proceso de largo aliento en el siglo xix. En la historia de fracasos y éxitos destaca el periodo entre 1870 y 1910, donde algunas ciudades veracruzanas experimentaron el establecimiento y consolidación de unidades fabriles y talleres manufactureros. El objetivo de este texto es presentar una discusión desde el marco institucional del papel de los gobernadores y la legislatura en la definición de una política de incentivos tendente a favorecer el establecimiento de fábricas en el estado.	es-ES
dc.description	In the state of Veracruz, the entrepreneurship of an industrial project that achieved the flow of a sustained economy in the agricultural sector to an industrial sector proved to be a lengthy process in the xix century. In the history of failure and success, the period between 1870 and 1910 stands out. During this time, some cities in Veracruz experimented with the establishment and consolidation of industrial units and manufacturing workshops. The objective of this text is to present an argument based on the institutional framework of the role of governors and legislation in the definition of policies based on incentives that tends to favor the establishment of factories in the state.	en-US
