dc.description	The text begins with some analytical reflections about how to understand the State and the role played by the Armed Forces and the Police as the institutions with a monopoly on the legitimate use of coercive force. It then examines the difficult and contradictory experience of what has transpired in Colombia, at different points in history, in the construction of the National Police force, underlining the lack of differentiation between the role of the Armed Forces and that of the Police: the "militarization" of the Police and the "policing role" of the Military. To a considerable degree, this characteristic is historically tied to the repeated presence of political violence in Colombia. The analysis then examines the Uribe government's democratic security policy. It concludes with a series of reflections about how to consider a civil Police force in post-conflict Colombia -with some indispensable conceptual guidelines for understanding this- identifying some progress that has been made in this direction.	en-US
dc.description	Este texto parte de unas reflexiones analíticas acerca de cómo entender el Estado y el papel de las fuerzas armadas y de policía dentro del mismo como instituciones monopolizadoras de la coerción legítima; luego hace una mirada retrospectiva al difícil y contradictorio proceso vivido en Colombia, en distintos momentos de su historia, en la construcción de una policía nacional, destacando la indiferenciación de roles entre fuerzas armadas y policía -"militarización" de la policía y "policivización" de los militares-, ligado esto en buena medida a la reiterada presencia de la violencia política en la historia colombiana, para luego situar el análisis en la política de "segundad democrática" del gobierno de Álvaro Uribe Vélez y concluir en una serie de reflexiones acerca de cómo pensar una policía civil en el posconflicto colombiano -con las acotaciones conceptuales indispensables sobre como entenderlo-, señalando algunos avances que han venido dándose en esa dirección.	es-ES
