dc.description	The covid-19 pandemic has affected everyone in the Latin American countries, and, as in all crises, it is affecting more pronouncedly, and in a different way, groups in situations of vulnerability. Turning our attention to the particular situation of these populations, this document provides, in the first instance, a review of the particular effects that the Covid-19 pandemic has had on the rights of these populations in the Americas. Secondy, it maps out the main risks facing democracy and elections as a result of the crisis, including the perspective of these populations. At the political-electoral level, this section introduces the concept of political-electoral discrimination, and identifies some of its manifestations in the particular context of a pandemic. Finally, the study provides a series of recommendations for the organization of elections during Covid-19 in the region in four dimensions: communicational, operational, technological and political, crossed by a perspective of inclusion and access to rights of these groups.	en-US
dc.description	La pandemia del covid-19 ha afectado a los países de América Latina, pero, como en todas las crisis, está afectando más pronunciadamente, y de forma diferenciada, a grupos en situación de vulnerabilidad. Poniendo el lente en estas poblaciones, el documento provee, en primer lugar, un repaso de las afectaciones particulares que la pandemia del covid-19 ha tenido en los derechos de estas personas en América Latina. En segundo lugar, mapea los principales riesgos en materia democrática que surgen en esta crisis, incluyendo la mirada de estas poblaciones, y, en el plano político-electoral, introduce el concepto de discriminación e identifica algunas manifestaciones de ella en el contexto particular de pandemia. Finalmente, el estudio provee una serie de recomendaciones para el proceso de organización de elecciones en la región en cuatro dimensiones: comunicacional, operativa, tecnológica y política, cruzadas por una perspectiva de inclusión y acceso a derechos de estos grupos.	es-ES
