dc.description	The new US administration has four difficult years ahead. However, none of the White House’s predecessors had an easy task: there are always several drawbacks. Now the problems to be faced are no longer opportunistic but systemic. In this context, the legacy of former President Trump in this area remains ominous and it is worrying that not only did bilateral relations end in the deepest crisis in recent decades, but under Trump almost all negotiating mechanisms which previously allowed solving problems or preventing their uncontrolled development were destroyed. Therefore, in this regard, this article seeks to analyze the situation from Biden’s first foreign policy speech, through the evaluation of a possible cold war and the isolationist tendency of the United States, to finally offer proposals for Russia, with the aim of preserving “good” relationships.	en-US
dc.description	La nueva administración estadounidense tiene cuatro años difíciles por delante. Sin embargo, ninguno de los predecesores de la Casa Blanca tuvo una tarea fácil: siempre hay suficientes inconvenientes, pero ahora los problemas que deben enfrentarse no son de carácter oportunista sino sistémico. En este contexto, el legado del ex presidente Trump, en esta área, sigue siendo ominoso y es preocupante que, no solo las relaciones bilaterales terminaron en la crisis más profunda de las últimas décadas, sino que bajo Trump se destruyeron casi todos los mecanismos de negociación, que antes permitían resolver problemas o impedir su desarrollo descontrolado. Entonces, a propósito de ello, este artículo busca analizar la situación a partir del primer discurso de política exterior de Biden, pasando por la evaluación de una posible guerra fría y la tendencia aislacionista de ee.uu. para, al final, ofrecer propuestas para Rusia, con el ánimo de conservar las “buenas” relaciones.	es-ES
