dc.description	Colombia has been characterized for having rulers who do not seek the benefit of the majority of the population but their own, as evidenced by their appointment of diplomats. In general, those who usually represent the country, are not the best, or the best trained, but those closest to power. This situation translates into the execution of failed diplomatic work, lacking in long-term planning and limited to a particular presidential context. The bad image or the lack of credibility in the capacity of the State and its officials to lead international processes are the result of a «self-imposed dwarfism» in response to a series of historical failures and lack of leadership that do not contribute to the development of the international potential of the country. The construction of a joint strategy among many actors linked to international issues could contribute to management of foreign policy that is torn between influence and independence.	en-US
dc.description	Avoir des dirigeants qui ne se préoccupent pas de l’intérêt de la majorité, mais des leurs, est un fait qui caractérise la Colombie et qui est manifeste à travers la nomination de ses diplomates. En général, ceux qui ont pour habitude de représenter le pays ne sont ni les meilleurs, ni les plus qualifiés, mais ce sont les plus proches du pouvoir. Cette situation se traduit par l’exécution d’un travail diplomatique infructueux, dans lequel il n’y a pas de planification à long terme, et qui se limite à la conjoncture présidentielle. La mauvaise image ou le manque de crédibilité dans la capacité de l’État et de ses fonctionnaires, à diriger des processus internationaux, sont le résultat d’un “nanisme auto-imposé”, comme réponse à une série d’échecs historiques et à un manque de leadership qui ne contribuent pas au développement du potentiel international du pays. La construction d’une stratégie commune entre de nombreux acteurs liés aux questions internationales, pourrait contribuer à la gestion de la politique étrangère partagée entre influence et indépendance.	es-ES
