| Descripción : | El presente trabajo de grado se propuso responder a la siguiente pregunta ¿Cuál fue el proyecto de gobierno del Gobierno Provisional establecido en la ciudad de Bogotá en el año de 1854? Para ello procuró estudiar tres variables fundamentales en la operatividad de este gobierno: la arquitectura del Estado, la fiscalidad y la organización del ejército «regenerador». Este trabajo estudió la forma que adoptó el Estado, los cambios con respecto a la estructura precedente, las funciones del poder municipal, el origen, administración y destino de los recursos recaudados y el número, organización y prerrogativas de los miembros del ejército «regenerador». Finalmente, se argumentó que el Gobierno Provisional de 1854 contó con dos proyectos de Gobierno uno inmediato a través del cual procuró reestructurar el Estado, dotarlo de recursos y fortalecer el aparo militar, y otro a largo plazo a través del cual deseaba reestructurar de manera definitiva las instituciones del Estado mediante la convocatoria a una Asamblea Constituyente. This undergraduate work had the purpose to answer the following question, which was the government project of the Provisional Government established in Bogotá in 1854? To solve that question it was studied tree variables essential for the government operability: the architecture of the state, the taxation and the army organization. This work also studied the State shape, the changes between this State and the precedent State, the functions of the municipal power, the origin, administration and destination of the resources collected and the number, organization and prerogatives of the army members. Finally, it was argued that the Provisional Government of 1854 had two government projects the first one, immediate which intended to restructure the State, gave him resources and strengthen the army, and the second one, long term which wished to definitely restructure the State institution through a Constituent Assembly.
