dc.description	In this paper the changing process undergone by the State regarding its influence on the economy is analyzed. In this sense, there are positions that focus their analyses in the reduction of the dimensions of the State and its trend to ignore economic and industrial aspects. Nonetheless, there are also elements to recognize that this process is not completely close; the state participation in the economy continues to be important, and emerges new possibilities for local governments to participate in areas which formerly were only of federal competition	-
