Descripción :	El municipio de Mitú, Vaupés, no ha implementado el Plan de Gestión Integral de Residuos Sólidos – en adelante PGIRS- adoptado mediante el Decreto 103 de 2015, a pesar de las observaciones realizadas anualmente por la Corporación para el Desarrollo Sostenible del Norte y Oriente Amazónico -CDA- en virtud de la competencia legal de control y seguimiento, que han originado, inclusive, el inicio de procesos sancionatorios. De hecho, la problemática ambiental generada, principalmente, por la disposición final de residuos en un botadero a cielo abierto, ubicado cerca de humedales que tienen conexiones hídricas con afluentes utilizados por la población para el consumo humano y otros usos diferentes, así como la ausencia de programas para el aprovechamiento de residuos sólidos, llaman la atención en el presente documento con el fin de aproximarnos a la problemática en la implementación de los programas de aprovechamiento y disposición final del Plan de Gestión Integral de Residuos Sólidos -PGIRS- vigente en el municipio de Mitú. Para ello, se describirá el funcionamiento actual de la prestación de servicio de aseo en el marco de la gestión integral de los residuos sólidos en el municipio de Mitú, Vaupés, con fundamento en la revisión normativa vigente en Colombia, haciendo énfasis en las actividades de aprovechamiento y de disposición final, previo análisis bibliográfico y documental recopilado sobre la temática apoyado en el trabajo de campo. Seguidamente, revisaremos el PGIRS del municipio de Mitú, especialmente los programas de aprovechamiento y de disposición final, identificando los avances bajo el Decreto 2981 de 2013 y la Resolución 754 de 2014 respecto del anterior, para aproximarnos a la problemática que conlleva su escasa implementación, pese al deterioro de la salud pública y ambiental. En este punto, además de la observación directa en trabajo de campo, se realizó el mapeo de los actores institucionales clave que inciden en los temas ambientales del ente territorial, como la Alcaldía del Municipio de Mitú, la Gobernación del Departamento de Vaupés, la Corporación para el Desarrollo Sostenible del Norte y Oriente Amazónico -CDA, la Contraloría Departamental de Vaupés y la Contraloría General de la República -Gerencia Vaupés-, para obtener información y documentación relacionada con la disposición final. Adicionalmente, se aplicaron entrevistas a cada uno de los gestores comunitarios de los cuatro barrios aledaños al botadero a cielo abierto, al representante legal del único emprendimiento que promueve la recuperación de residuos sólidos aprovechables en el municipio de Mitú, al jefe de la Unidad Especial de Servicios Públicos Domiciliarios y al profesional de Normatización y Calidad Ambiental de la CDA. Finalmente, con el panorama concreto en el aprovechamiento y disposición final de los residuos sólidos del municipio de Mitú, se plantearán recomendaciones que incidan en la solución a la problemática, y una discusión frente a la necesidad de visibilizar el contexto socio cultural indígena del ente territorial. The municipality of Mitú, Vaupés, has not implemented the Comprehensive Solid Waste Management Plan - hereinafter PGIRS- adopted by Decree 103 of 2015, despite the observations made annually by the Corporation for the Sustainable Development of the North and East Amazon -CDA- by virtue of the legal competence of control and monitoring, which have even originated the initiation of sanctioning processes. In fact, the environmental problem generated, mainly, by the final disposal of waste in an open-air dump, located near wetlands that have water connections with tributaries used by the population for human consumption and other different uses, as well as the absence of programs for the use of solid waste, call our attention in this document in order to approach the problem in the implementation of the use and final disposal programs of the Comprehensive Solid Waste Management Plan -PGIRS- in force in the municipality of Mitú. To do this, the current operation of the provision of cleaning services within the framework of the integral management of solid waste in the municipality of Mitú, Vaupés, based on the current regulatory review in Colombia, will be described, emphasizing the activities of use and final disposal, prior bibliographic and documentary analysis compiled on the subject supported by field work. Next, we will review the PGIRS of the municipality of Mitú, especially the utilization and final disposal programs, identifying the progress under Decree 2981 of 2013 and Resolution 754 of 2014 with respect to the previous one, to approach the problems that its scarce implementation entails, in public and environmental health. At this point, in addition to direct observation in field work, a mapping of the key institutional actors that affect environmental issues of the territorial entity was carried out, such as the Mayor's Office of the Municipality of Mitú, the Government of the Department of Vaupés, the Corporation for the Sustainable Development of the North and East Amazon -CDA, the Departmental Comptroller of Vaupés and the Comptroller General of the Republic -Gerencia Vaupés-, to obtain information and documentation related to the final disposition. Additionally, interviews were applied to each of the community managers of the four neighborhoods adjacent to the open-air dump, to the legal representative of the only undertaking that promotes the recovery of usable solid waste in the municipality of Mitú, to the head of the Special Unit for Home Public Services and the CDA Environmental Quality and Standardization professional. Finally, with the concrete panorama of the use and final disposal of solid waste in the municipality of Mitú, recommendations will be made that affect the solution to the problem, and a discussion regarding the need to make visible the indigenous socio-cultural context of the territorial entity.
