Descripción :	En el año 2016, el Gobierno de Colombia y las entonces Fuerzas Armadas Revolucionarias de Colombia (FARC-EP) firmaron el “Acuerdo Final para la terminación del Conflicto y la Construcción de una Paz Estable y Duradera”. La Reforma Rural Integral, primer punto de este acuerdo, busca sentar las bases para la transformación estructural del campo; para ello, contempla entre sus mecanismos los Programas de Desarrollo con Enfoque Territorial (PDET). El municipio de Policarpa se ha caracterizado por ser un epicentro del conflicto armado en el departamento de Nariño, ha sido calificado como un municipio de alta afectación a nivel nacional y fue uno de los municipios priorizados para el proceso PDET. Aunque los PDET están inspirados en el Enfoque Territorial del Desarrollo Rural, en el PDET de Policarpa hay elementos de los tres paradigmas principales del desarrollo (Desarrollo por Crecimiento Económico, Desarrollo Alternativo y Postdesarrollo). Por ese motivo, se consideró pertinente que, como objetivo general de esta investigación, se analizara la manera como estos paradigmas se reflejan en el PDET de Policarpa y su contribución actual y potencial a la construcción de paz de este municipio. Metodológicamente, la investigación se realizó desde un enfoque cualitativo y con un estudio de caso como método. Finalizada la investigación se concluye que, los elementos de los tres paradigmas del desarrollo presentes en el PDET de Policarpa resultan insuficientes para superar los principales desafíos que tiene el municipio en términos de construcción de paz. Para superar dichos desafíos, se hace necesario buscar otros mecanismos y lógicas que reconozcan, además de sus particularidades y condiciones, la fragilidad, vulnerabilidad y afectaciones de este tipo de territorios. Entre esos otros mecanismos y lógicas, es urgente empezar a implementar iniciativas económicas diferentes a las del libre mercado, cuyo valor provenga de la transición hacia la paz, por ejemplo. Así mismo, es indispensable que en la construcción de paz, se reconozca el dolor que se ha vivido y la naturalización de la violencia que existe en el municipio; todo esto necesita sea sanado por medio de mecanismos comunitarios locales en los que las víctimas y las expresiones artísticas tienen mucho que aportar. Gobernación de Nariño In 2016, the Government of Colombia and the then Revolutionary Armed Forces of Colombia (FARC-EP) signed the "Final Agreement for the termination of the Conflict and the Construction of a Stable and Lasting Peace". The Comprehensive Rural Reform, the first point of this agreement, seeks to lay the foundations for the structural transformation of the countryside; for this, it contemplates among its mechanisms the Development Programs with a Territorial Approach (PDET). The municipality of Policarpa has been characterized as an epicenter of the armed conflict in the department of Nariño, has been classified as a highly affected municipality at the national level and was one of the prioritized municipalities for the PDET process. Although the PDETs are inspired by the Territorial Approach to Rural Development, in the Policarpa PDET there are elements of the three main development paradigms (Development by Economic Growth, Alternative Development and Post-development). For this reason, it was considered pertinent that, as a general objective of this research, the way in which these paradigms are reflected in the Policarpa PDET and its current and potential contribution to the construction of peace in this municipality be analyzed. Methodologically, the research was carried out from a qualitative approach and with a case study as a method. After the investigation, it is concluded that the elements of the three development paradigms present in the PDET of Policarpa are insufficient to overcome the main challenges that the municipality has in terms of peacebuilding. To overcome these challenges, it is necessary to seek other mechanisms and logics that recognize, in addition to their particularities and conditions, the fragility, vulnerability and effects of this type of territory. Among these other mechanisms and logics, it is urgent to start implementing economic initiatives other than those of the free market, whose value comes from the transition to peace, for example. Likewise, it is essential that in the construction of peace, the pain that has been experienced and the naturalization of the violence that exists in the municipality be recognized; all this needs to be healed through local community mechanisms in which victims and artistic expressions have much to contribute.
